  4. Community Facilities (CF) Program

  5. CF Program Eligibility • Eligible applicants include all levels of municipal government, charitable non-profits, schools and libraries. • Boroughs, Townships and Municipalities with population of 20,000 or less • Essential Service To The Local Community • Needed For The Orderly Development Of A Community • May NOT Include Private, Commercial, or Business Projects • Must Have Significant Community Support • Environmental Review Must be Completed/Acceptable

  6. CF Funding Types • Direct Loans • Guaranteed Loans • Grants • All funds are competed for – projects given priority points based on population and Median Household Income (MHI)

Direct Loans • Loans Made to Borrowers Directly from USDA • Applicant Unable To Obtain Credit Elsewhere at Reasonable Rates & Terms • Fixed Interest Rate For Life Of Loan - Currently 4.25% (subject to change) • Up to 40 Year Term Or Useful Life of Facility • Security: Real Estate, Machinery & Equipment, General Obligation Bonds, UCC-1 Financing Statements

  8. Grants • Based on MHI and population • Maximum grant typically $50,000 • Used to Cover a Portion Of Project Cost • Funds very limited • Assistance targeted to smaller communities with very low MHI’s
