  1. Discussion Items ERCOT RIW March 21, 2019 3/21/2019 ERCOT RIW

  2. VRT • ERCOT Presentations Have Helped. • ERCOT’s Review of Studies Still Lacks Consistency. • IE’s Models Are Still Not Working Particularly Solar. • Supplemental Reactive Power Sources Provided by IE Does Not Always Achieve 0.95 Power Factor at the POI. • Do IEs Need More Guidance Before Submitting Models? • What Are the Next Steps to Improve Models and Eliminate Iterative VRT Studies? 3/21/2019 ERCOT RIW

  3. According to ERCOT, the generator passes the VRT Test. According to ERCOT, the generator fails the VRT Test. 3/21/2019 ERCOT RIW

  4. Generation Assumption For FIS Stability Study • Raising the Output of All Generators, Particularly Conventional and Solar, in Study Area to 100% Is Creating Problems in Stability Base Cases for Peak and HWLL Scenarios. • Why Does Planning Guide Only Require 100% Output for FIS Stability Studies? • What are Short-Term Solutions? • What Are Long-Term Solutions? 3/21/2019 ERCOT RIW

  5. Generation Assumption For FIS Stability Study Initialization Problems Created by Generation Dispatch in FIS Stability Studies Case Examples 3/21/2019 ERCOT RIW

  6. Generation Assumption For FIS Stability Study Direction from ERCOT Planning Guide • ERCOT Planning Guide Section 5.4.5 in the Second Paragraph States the Following: “When performing stability studies, all existing or publicly committed Generation Resource in the area of the study will normally be represented at full net output, although some Combined Cycle Generation Resources or coal plants might be modeled at full gross output (including auxiliary load). Any resulting increase in generation will be balanced as addressed in the FIS scope agreement” 3/21/2019 ERCOT RIW

  7. Generation Assumption For FIS Stability Study Our Interpretation • Dispatch All Generators ( Both Renewables and Conventional) in the Study Area at Their Full Output Even if Those Generators Are Turned Off in the DWG Stability Database. • In Summer Case: Renewable Generators Are Dispatched at Around 37%, Conventional Units Are Dispatched at Their Maximum Output • In HWLL Case: Wind Generators Are Dispatched at Around 80%, Solar and Conventional Generators Are Turned Offline 3/21/2019 ERCOT RIW

  8. Case Example 1: Project in Tarrant County Generation Assumption For FIS Stability Study • Study Area: Dallas, Denton, Ellis, Johnson, Kaufman, and Tarrant Counties (only Traditional Units). Generation in 2021 HWLL DWG Database Generation in Summer 2020 DWG Database It is impossible to turn on all the generation in study area and be able to initialize the case. 3/21/2019 ERCOT RIW

  9. Generation Assumption For FIS Stability Study Case Example 2: Project in Dawson County • Study Area: Ector, Howard, Dawson, Scurry, Andrews, Borden, and Martin Generation in 2021 HWLL DWG Database Generation in Summer 2020 DWG Database 3/21/2019 ERCOT RIW

  10. Generation Assumption For FIS Stability StudyCase Example 3: Project in Navarro County • Study Area: Robertson, Freestone, Limestone, Ellis, and McLennan Generation dispatch in 2021 HWLL case 3/21/2019 ERCOT RIW

  11. RIOO • When Will RIOO Send Notice for New Uploads? • When Will Older GINRs be added to RIOO? • What is Procedure For ERCOT Resource Engineer to Process Uploads to RIOO? 3/21/2019 ERCOT RIW

  12. Voltage Profile for Studies • Voltage Profile at Point of Interconnection (“POI”) Is Needed for MPT Tap Selection Study. • Who Provides the Voltage Profile for These Studies? 3/21/2019 ERCOT RIW

  13. SSR Study • SSR Study Scope Development and Review. • SSR Study Report Review Process. • SSR Study Report Release Process. 3/21/2019 ERCOT RIW

  14. Other Topics • Process for Changing Requested Plant Output After GINR Has Been Submitted. • No Loss Generator Step Up Transformer (Pad Mount Transformer). • In-Service Date for EPS Meter. 3/21/2019 ERCOT RIW

  15. Questions and Answers 3/21/2019 ERCOT RIW
