Common Economic Space Infrastructure, energy, environment: • Recent construction of more border crossing posts (Chernechevskoye, Mamonowo) • Construction of waste water treatment facilities in St Petersburg and Kaliningrad. • Energy efficiency and the promotion of energy savings investments, harmonisation of environmental standards, public private partnership in highways construction, promotion of renewable energy resources • In a number of these, Kaliningrad has received a special attention.

  4. Common Economic Space / Environment EU-Russia Environmental Dialogue - launched at the first meeting of the Permanent Partnership Council for Environment (PPC-Env) between • DG Environment and • the Ministry of Natural Resources & Environment of the Russian Federation

Common Economic Space / Environment Objective: to promote respect of the environment and commitment to international environmental agreements, in order to foster sustainable development Environmental issues should be integrated into and ‘mainstreamed’ in all sectors. Activities in this area should consider existing programmes, such as the Northern Dimension Environmental Partnership

Common Economic Space / Environment EnvironmentWorking Group and six expert Sub-groups: • Convergence of Environmental Policies • Climate Change • Water and Marine Issues • Biodiversity and Nature Protection • Forestry Law Enforcement, Governance and Conservation (FLEGC) • Clean Production and Pollution Prevention (CPPP)

Common Economic Space / Environment Funding and projects • TACIS/ENPI funds allocated for environment in Russia from 1991 = €75m • Harmonisation of Environmental Standards II (2007-9 €2.45m) • Russian Regional Environment Centre (2000-9, final grant: €1.5m) • Kaliningrad Special Programme – water, waste-water, waste management projects • Regional support to Kyoto Protocol implementation (2008-11 €5m)

Improving Forest Law Enforcement and Governance (FLEG) Partners: • Partners: Russia (participation under discussion), Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine; Duration: 2008-11; Budget: €6m 2. Waste Governance • Partners: Russia (SoE signed in April 2010), Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine; Duration: 2009-13; Budget: 5.8 mln EURO 3. Towards a Shared Environmental Information System (SEIS) • Partners: Russia (participation expected), Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine; Duration: 2010-14; Budget: 3 mln euro

Common Economic Space / Environment Funding and projects 6th Framework Programme - projects with Russian participation • EUR-OCEANs: EURopean network of excellence for OCean Ecosystems ANalysiS • DAISIE: Delivering Alien Invasive Species Inventories for Europe • HERMES: Hotspot Ecosystem Research on the Margins of European Seas • SESAME: Southern European Seas: Assessing and Modelling Ecosystem Changes • BIOSTRAT: Developing the EU Biodiversity Research Strategy • ECOCHANGE: Challenges in assessing and forecasting biodiversity and ecosystem changes in Europe 7th Framework Programme • Budget for the Environment is Euro 1.8 bln (2007-2013): • Climate change, pollution and risks • Sustainable management of resources • Environmental technologies • Earth observation and assessment tools • Biodiversity projects with Russian participation

Common Economic Space / Environment Funding and projects EIB projects • 2007-2013: €3.7bn for Russia, Eastern Europe (UA, MOL and – subject to future Council Agreement – BY) and Southern Caucasus (ARM, AZ and GA). • Mandate is for projects of significant interest to the EU in transport, energy, telecommunications and environmental infrastructure, in particular, projects within the framework of the NDEP. • South West Wastewater Treatment Plant €25m • Rehabilitation and modernisation of Northern Wastewater Treatment Plant €20m • Flood Protection Barrier €40m • Neva Closure of Direct Discharges of Untreated Wastewaters €17.5m

  12. Northern Dimension • The Northern Dimension (ND) is an instrument of cooperation between four equal partners: the European Union, Russia, Norway and Iceland. Geographically, the ND covers North-West Russia, the Baltic Sea and the Arctic regions, including the Barents region • Northern Dimension Environmental Partnership: concerted action to tackle the most pressing environmental problems in the Northern Dimension Area covering the Baltic and Barents Seas region. • Northern Dimension Partnership for Health and Social Well Being: sustainable development of the area by improving peoples’ health and social well-being and by enhancing coordination between international activities within the area. • Northern Dimension Partnership on Culture: cultural co-operation which reaches out to cultural operators, creative entrepreneurs and to the business communities throughout the entire Northern Dimension area • Northern Dimension Partnership for Transport and Logistics: improve the major transport connections and logistics in the region to stimulate sustainable economic growth at local/regional and global level.

  13. NORTHERN DIMENSION ENVIRONMENTAL PARTNERSHIP • Established in 2002 • Nuclear window and non-nuclear window • € 277,4 Million (€ 127,6 non-nuclear window, 149,8 nuclear window). • The Commission with € 70 Million is the main contributor to the Fund. • RF contribution € 40 mio

Partnership for Modernisation • expanding opportunities for investment in key sectors driving growth and innovation, enhancing and deepening bilateral trade and economic relations, and promoting small and medium sized enterprises • promoting alignment of technical regulations and standards, as well as a high level of enforcement of intellectual property rights • improving transport links • promoting a sustainable low-carbon economy and energy efficiency, as well as international negotiations on fighting climate change • enhancing co-operation in innovation, research and development, and space • ensuring balanced development by addressing the regional and social consequences of economic restructuring • ensuring the effective functioning of the judiciary and strengthening the fight against corruption • promoting people-to-people links • enhancing dialogue with civil society to foster participation of individuals and business
