The Context At present there are different definitions and standards throughout the EU in working with prisoners on release and in defining high risk offenders at a time when freedom of movement facilitates easy movement. The risks arising from this can be mitigated if trans-European networks among all professionals concerned facilitate exchange of best practices and other essential information.

  3. The FundingProgramme The JCN project was funded by the European Commission in the framework of the Criminal Justice Programme

  4. Objectives • The project objective is to develop a European network for best practice ‎of ‎‎transition management of prisoners leaving custody with a focus on high risk ‎offenders. ‎

  5. MainActivities 1/2 • Development of common definitions in the field of offenders ‎and transition management. • Comparison of existing systems of transition management. • Analysis of the existing elements and ‎programmes in the partner countries.

  6. MainActivities 2/2 • Development of a model for the handling of offenders. ‎Development of minimum standards. • Sharing of the findings of the project with States beyond the project partners through the organization of a final conference.

Expectedresults 1/2 1) Transnational workshops organized in Estonia, Ireland, Finland, Germany. 2) Three Reports entitled : - “Common Understanding of Terms and Definitions” on the topic of high risk offenders and transition management. - “Transnational Comparative Analysis of Transition Management Strategies”. - “Best Practice Strategies and Programmes for dealing with high risk offenders and for the desired continuity of treatment as well as for transition management”.

Expectedresults 2/2 3) Model for handling high risk offenders. 4) Document identifying Standards and indicators as an integration to the Model for handling high risk offenders developed. 5) Final Conference to present the JCN project results. 6) Availability of the JCN web that will collect all of the project’s results
