As of May 30, 2014, Sharyland Utilities has successfully completed its transition to competition. All ESI IDs are now correctly assigned to substations via the 814_20 process. Current efforts include addressing disconnects for non-pays per PUC rules and identifying 23 premises without a Retail Electric Provider. Several operational issues remain, including incorrect meter reads and missing meter exchanges, which are under investigation. Sharyland plans enhancements for transparency and new requirements for REPs in 2015. For more details, visit the STTF website.

Lessons learned • Is there a desire to work through the lessons learned by the Market • Believe there are items that need to be documented that would assist the next team moving a new TDSP into the ERCOT market • There are clearly enhancements that can be made to the TXSET guides to increase transparency (exp. Unmetered Lights) • Encourage REPs to bring forward learning opportunities also
Market notice • Sharyland will make a change to their banking institution for EDI payments in 2015 • All REPs will be required to perform Penny Tests in Q1 2015 • Sharyland is currently working with ERCOT to determine timing for these tests • Sharyland provided notice effective August 2015, commercial customers with load exceeding 400 kW at a single meter point will be required to meet the Power Factor requirements contained within Sharyland’s Tariff for Retail Delivery Service (Tariff).
