  2. Students are given a Home Language Survey to identify the languages that the student has encountered in their home. Identification

  3. Home Language Survey Question are not limited to , but must include: Results: What is the language your child 1st learned to speak? What language does your child speak most often at home? What language do people usually speak in your child’s home? If the answer is yes to any of these questions, the will be classified as NELB (Non-Native Language Background)

  4. Additional classifications: Is a parent of the child from another English speaking country? If yes, they will be recorded as National Origin Minority.

  5. Assessment • Administer a Standardized English Proficient Test • ELDA English Language Development Assessment

  6. Scoring If the student scores limited on any subtest, the student is categorized as Beginner/Intermediate.

  7. Scoring If the student scored Fluent English Proficient or above for one year, they are classified as Transitional (T1). 2nd year they are classified as T2.

  8. Scoring After 2nd year, NEB students with no difficulties in regular class performance and scored FEP in all subsections of ELDA are exited.

  9. Parental Approval and Notification Parents must be notified and given the opportunity to deny and ESL services for their child.

  10. Students will be placed in ESL services. • Students will then be monitored by regular classroom teachers and certified ESL teachers.
