Presentation Overview • Short overview of Columbia Tech Center (CTC) • Extension of CTC planned development and development agreement to additional properties • Apply the CTC allowed mix of uses to additional properties • Clarify traffic items such as the reservation of trips and street and signal alignments • Revise certain CTC development standards • Extend term of CTC development agreement CTC PD and DA modifications - 2
CTC Development • CTC is a planned development consisting of 425 acres (former gravel mine) and has developed into a thriving center for office and light industrial employment, retail shopping, residential, park and education-related uses • CTC has a development agreement dating prior to annexation into the City which governs the allowed mix of uses, infrastructure improvements, capacity of vehicle trips to be generated, design standards, etc. • PacTrust (owners of CTC) are negotiating purchase from Pacific Rock Products of an additional 51+ aces from vacant property, located on the north-central area of the CTC campus CTC PD and DA modifications - 3
CTC Development • 51+ acres to be added • DA to cover new area CTC PD and DA modifications - 4
CTC amendments • Extension of CTC planned development and development agreement to additional properties • The previous Pre-annexation/Development Agreement for the additional properties will be superseded by the CTC DA modification • Apply the CTC allowed mix of uses to additional properties • A minimum of 40% of the entire CTC development, including the additional properties is required to be light industrial uses CTC PD and DA modifications - 5
CTC amendments (cont.) • Clarify traffic items such as the reservation of trips and street and signal alignments • Existing vested reserved trips (1,336 total) for CTC may be utilized for the additional properties • CTC and City to work cooperatively regarding the location of remaining signals on Mill Plain • CTC and City to work cooperatively on alignment and phased construction of SE 184th extension north to 1st Street CTC PD and DA modifications - 6
CTC amendments (cont.) • Revise certain CTC development standards • Parking lot lighting – allow LED lighting standards • Signs – allow two signs at entrance to multi-family developments • Mixed use – allow retail and office uses on ground floor in multi-family areas • Grocery stores – allow larger grocery stores within established commercial areas along 164th and 192nd and limit size of grocery store in core area to 45,000 sf or less CTC PD and DA modifications - 8

CTC amendments (cont.) • Setbacks – allow reduction in setbacks • Bicycle parking (pervious) – may be located in minimum landscaped areas • Extend term of CTC development agreement – 25 years CTC PD and DA modifications - 10
