  1. Task Force on Optimal PSAP Architecture (TFOPA) Phase 2 An FCC Federal Advisory Committee May 6, 2016

  2. The Task Force on Optimal PSAP Architecture (TFOPA) is a federal advisory committee chartered under the Federal Advisory Committee Act (FACA) to provide recommendations to the Federal Communications Commission (FCC) regarding actions that Public Safety Answering Points (PSAPs) can take to optimize their security, operations, and funding as they migrate to Next Generation 9-1-1 (NG9-1-1). • The final report was issued on January 29, 2016

Specifically, the Working Group was responsible for: Examining ways for state, local, and tribal governments to address these issues; Developing recommendations on optimal resource allocation and budgeting for PSAPs to transition to NG9-1-1; Identifying potential models for sustainable funding of PSAP NG9-1-1 operations; Strategies for optimizing use of state 9-1-1 fees to expedite the transition to NG9-1-1; and,  Creating incentives to discourage fee diversion.

Update on interim activities • Formation of NG911 Now Coalition (B. Fontes), led by NENA and i-CERT • Action item: Mary Boyd will serve as the liaison between NOW Coalition and WG 3 Members • b. Activities in Congress: House and Senate • c. Remarks and speeches by Chairman Wheeler • B. State Legislative Activities • Nebraska: passage of LB938, signed in to law • Action item: Com. Schram will join the TFOPA, upon appointment • b. Washington state: restoration of $5.7 million in supplemental funding

  6. C. Outreach and Education Activities • Letter from Adm. Simpson to Governors • NASNA meetings and activities • 911 Goes to Washington, Mid-February • D. Further scoping of Funding Alternatives • Network Connection Fee • Possible alternatives and models • How to model and verify, for example, upstream bandwidth • Other approaches • Large commercial and multi-line VOIP customers • Pre-paid wireless issues • Compare the actuals to budgeted amounts • Assess the allegations of the “under-funding” of pre-paid wireless • Issues of confidentiality with Departments of Revenue • Hear from the Kentucky study, and from industry (CTIA) and other viewpoints

PSAP-level analysis • Analysis of costs and expenditures of certain PSAP’s • How to approach this granular analysis, and gather the data in a short period of time • Analysis of various funding sources as well (other than 911 fees) • How declining revenue may impact the common costs • How to scope and what would deliverable be: Best Practices, detailed analysis of selected PSAPs by region or state • Action item: Hatch will provide Oregon PSAP Report to the Legislature • Action item: Ask the Bureau staff for more clarification of its intention.
