A Little History • 32 Local Education Agencies (LEAs) participated in CEP in SY 2014-2015 • 51 LEAs participated in CEP in SY 2015-2016 • 71 LEAs participated in CEP in SY 2016-2017 • 80 LEAs participated in CEP in SY 2017-2018 • 84 LEAs participated in CEP in SY 2018-2019 CEP was right for me!
Success Stories • Increased participation for lunch and breakfast • NSLP increase was 5.2% • SBP increase was 9.4 % • Increase in reimbursement • Districts saw an increase in federal reimbursement of about 6% for lunch and 2% for breakfast nationwide
Winners All Around! • Food service staff was able to: • Simply track total number of meals served • Spend more time for nutrition education and prepping healthy meals • Train and provide technical assistance on the new nutrition regulations • Service line was streamlined because no money is exchanged
Bumps in the Road • Teachers and aides did not understand the importance of meal accountability. This included: • using rosters instead of total meal counts • not following “offer vs. serve” provision • not using the correct CEP forms • Confusion with the household survey: who was to process, verify, and maintain
Financial Viability • Ensuring financial viability is key when electing CEP • Must reassess if CEP is still a viable option • Groupings are extremely important to obtain the best claiming percentages
Breaking Up Is Hard to Do: Considerations at the End of the 4-Year Cycle • Begin a new 4-Year cycle (ISP must be 40% or above as of April 1st) • Continue participation in CEP for one additional Grace Year (ISP must be greater than or equal to 30% but less than 40% as of April 1 in YEAR 4) • Return to standard counting and claiming or consider another special provision option (If ISP does not meet eligibility requirements as of April 1st)
May New Schools/Sites Be Added to CEP ? • A new school/site is able to elect CEP if the number of identified students and total enrollment with access to meals are available before the counting and claiming of meals begins AND the site meets CEP eligibility requirements (either individually or as part of a group). • If the number of identified students and total enrollment are not available BEFORE the counting and claiming of meals begin, the LEA may not include the new school in CEP.
What is the Definition of “School” for CEP? • CEP follows parts(a) and (b) of the NSLP definition of “school” at 7 CFR 210.2: • School means: (a) An educational unit of high school grade or under, recognized as part of the educational system in the State and operating under public or nonprofit private ownership in a single building or complex of buildings; or (b) any public or nonprofit private classes of preprimary grade when they are conducted in the aforementioned schools.
Adding New Sites to CEP BEFORE July 1 • STEP 1: Log into the CURRENT 2018-2019 application packet and create a Revision to the Site Details in your Schedule A. You will click on the link to “Add New Sites” and complete all of the pertinent fields. • STEP 2: You must establish total enrollment with access to meals and run Direct Certification before the counting and claiming of meals begins at the new site. Remember to separate your total number of DC students by site. • STEP 3: Log into the CEP Application and update the site data screen in columns A-D with the new DC count for your newly added school(s), plus the count of any migrant/homeless/runaway or foster w/a letter students, in addition to the total enrollment with access to meals data for your new school, and proceed with completing the CEP Application.

Remember to separate your total number of DC students by site. • STEP 3: You must contact Amy Jankowski or Lorena Paredes to amend your CEP Application.
SNEARS 2.0 Goes Live on July 1st! • If you are submitting your June CEP reimbursement voucher AFTER July 1st, you must do so in the new SNEARS 2.0 System. • New look to the CEP Reimbursement Voucher in the SNEARS 2.0 RMBS System.
