More dynamic and external oriented local economies = intended result • Higher external orientation and interaction of SMEs • Better utilisation of innovation capacity • Higher level of entrepreneurship • Utilisation of internal & external business opportunities • Future proofing public service provision

The six specific objectives 1.1 Increasing innovation in low dense populated areas 1.2 Increasing innovation of public services 2.1 Increasing number and higher success rate of start ups 2.2 Broadening the market for SMEs 3.0 Higher energy efficiency in housing sector and public buildings 4.0 Enhance capacity building, resilient communities

Integrating Arctic into the new programme (the outcome of Preparatory project) • Instead of a dedicated priority for the Arctic cooperation, a mainstreaming approach is recommended • The descriptions of Specific objectives shall include ”Arctic themes” • Integration of Arctic partners in all relevant projects

  6. Horizontal principles • One step ahead, not just a tick box exercise • Get examples from the list of actions • Keep it easy and measurable 1. Innovation 2. Entrepreneurship 3. Renewables & energy efficiency 4. Natural & cultural heritage Environmental sustainability Inclusion and diversity Equality between men and women

  7. From new products and services to specific changes • The programme as such shall make an measurable impact on the entire programme area • Each project has to contribute to that in an evidence based way • The project outcomes (products & services), have to be “solutions” and have to be disseminated to the entire programme area and utilised by all relevant users

  9. Involvement of private partners, SMEs • Of very high strategic importance in EU policy • The Programme allocates 60% of its funding to SME related activities • New legislation (General Block Exemption Regulation) • Still technicalities to be clarified

  10. Timeline Oct 1st Call December Approval of PPG Jan – Febr Consultation SEA + National level + Commission April Formal submission to the Commission Sep - Oct Approval by Commission
