  3. Learner Intention Become familiar with Missouri’s process to align multiple educational systems, projects, and improvement initiatives to achieve positive results for all students, but especially students with disabilities.

Results for All Through Alignment of State Systems/Programs/Initiatives SYSTEMS (& Programs/Initiatives) ALIGNMENT to ensure positive outcomes for ALL students, but especially students with disabilities through FOCUS on HIGH LEVERAGE PRACTICESshown to dramatically improve student performance when implemented deeply with fidelity.

State Alignment • Department systems/programs/initiatives are focused on six evidence-based effective practices: • Data-based Decision-making • Collaborative Culture and Climate • Common Formative Assessments • Effective Teaching/Learning Practices • Effective Leadership • Engagement of Students, Families, Community and Other Stakeholders

Steps for Effective Alignment • Define student outcomes (and how they will be measured) • What are the benefits for students/ families? • Identify the Organizational Unit with authority to lead alignment • Team/person with knowledge of how to achieve organizational impact. • Team/person with budget authority for all initiatives to be aligned • Team/person with access to “content knowledge” of the initiatives • Define what will be aligned? • What are the initiatives being considered? • Conduct a “core features” summary for each initiative • What are the features of an effective environment if the initiative “works”? • What systems support all initiatives? • Use core features to define ONE fidelity measure • Build measure around core features, and core practices • Build a single model for professional development • Organize personnel development around acquisition and implementation of core features • Determine sequential versus simultaneous implementation. • Build organizational systems as well as specific practices • Resolve logic model conflicts • Define what is acceptable • Implement, assess, adapt • Assume you will need to adjust to get effective implementation.

Online PlatformResources for Educators The online platform for the professional development model allows for: • Integration of practices across initiatives into one system • Continuous support for all buildings/districts • The ability to scale and sustain effective practices • A continuum of supports and resources to meet all user needs • All user access all the time

MO-MTSS Data System • The Missouri Multi-tiered System of Supports (MO-MTSS) will provide a network of systems and supports designed to provide professional learning and resources for educators and school leaders. This will be done through: • A virtual learning platform (VLP), • Common formative assessments (CFA), • Educator evaluations (EE), and; • follow-up resources. • The system will allow for progress monitoring throughout the year • Students • Educators • System Reviews for both compliance and quality will be conducted and recorded in the system. • Self Assessments • Department verification • Onsite reviews • Peer reviews • Phone interviews
