Current Laws and Regulations • There are no horse slaughter facilities open in the UScurrently • Horses can be transported to Canada and Mexico for slaughter and human consumption (Except California) • APHIS regulates horse welfare during transportation within the United States • APHIS= Animal and Plant Health Inspection Service

What are the facts? • Estimated 9.4 million horses in US (2006) • 105,000 horses slaughtered in US (2006) • $65 million in 17,000 tons of meat • 138,000 horses exported for slaughter (2010) • 2011 GAO Horse Welfare Survey • 17 State Veterinarians interviewed (NM) • Horse prices, welfare, transportation, slaughter facilities

History • 1996 Farm Bill • Regulation and inspection of horses at slaughter • 2001 APHIS Transport Regulation • Proper rest, feed, water and certification of horses bound for slaughter • 2006 USDA ban the use of federal funds to inspect horses at slaughter (HR 503) • 2007 last 3 domestic slaughter plants (1 TX and 2 IL) closed from state law (ban on sale and possession of horsemeat) • Fee-for-service • 46 states do not have state laws

  6. Current News • H.R. 2112 Agricultural Appropriations Bill • November 14th, 2011 • No annual riders that prohibit USDA allocation of funding • Slaughter plants?

Unintended Consequences of H.R. 503 • Horses must travel further distances to be slaughtered (New York to Mexico) and their welfare cannot be regulated once out of the US • Abuse, Neglect • 50-100% increase in reports in CO and MT • Rescues are at capacity and worse • Drop in horse prices • BLM horses • In conjunction with downturn in economy = bad
