2. Successes: • Single most comprehensive malaria intervention currently being implemented in the States visited by the Pilot E-ISR+ team; • Ensured building of capacity at various levels to ensure the provision of quality and affordable malaria prevention and treatment services; • Reinvigorating the hitherto largely inactive PHCs facilities scattered across various States of the project; and • High satisfaction with the quality of services being provided and commodities distributed.

3. Challenges: • Slow services and commodities acquisition process (including logistic distribution system); • Low awareness, knowledge and misconception about the use of LLINs; • Weak capacity of some health personnel to carryout malaria services as prescribed; • Low compliance to instructions and prescription on malaria prevention and treatment services by clients; and • Passive participation of community beneficiaries in malaria intervention and decision-making processes.

4. Key Recommendations made to – MCBP Team: • Project Team (at WB, NMCP & SMCP) should design a strategy to ensure effective participation of stakeholders in project circle • Reviews procurement procedures • Relevant actors, to consider putting in place a mechanism for complaint and redress on health entitlements including malaria. • Sustained third party monitoring process to allow CSOs assess project performance on a regular basis. • Promote wide dissemination of finding at various fora (National, State, LGAs etc)

5. Outcomes of the Third Party Monitoring in Nigeria

Short term: • Pilot EISR+ conducted with Final reports shared with TTLs and PIUs. • Result of findings incorporated in Aide Memoires and ISRs of the specific projects covered by the pilot EISR+ in Nigeria • Built / Strengthened the capacity of 25 CSOs for independent supervision and monitoring of WB assisted projects • Ensured Advocacy visits to various stakeholders - Project TTLs, PIUs, SPIUs, MDAs, Societal gatekeepers, etc on the need for community and non actors participation at all levels of project circle. • Framework for CCG’s conduct of subsequent EISR being developed

7. Long Term: • Enhanced communication between project implementation units, target beneficiaries and other non state actors • Improved gender participation in project implementation • Improved mobilisation of beneficiaries in project delivery • Enhanced understanding of project by target / community beneficiaries • Will impact on service delivery by indentifying gaps and making necessary recommendations

8. Challenges: • Weak state team members selection criteria • Capacity gap among CCG members for the conduct of EISR+ • Tight timeframe allotted for the conduct of the pilot EISR+ • Socio – Political unrest • Suspicion of the EISR+ process by some PIUs and SPIUs • Limited fund for the EISR process • Weak mechanism for dissemination / feedback with National, State and community level stakeholders • Sustainability concern

9. Next level: • CCG have secured additional grant from the WB CSF to scale – up the implementation of the EISR+ and third party supervision / monitoring of WB assisted projects in Nigeria, implementation had commenced. • CCG is working to ensure integration of EISR+ findings in current and future WB assisted programmes in Nigeria to ensure inclusive planning, implementation, facilitative supervision and monitoring by ordinary citizens

10. Planned Advocacy to key governmental actors as a way of promoting the institutionalisation of the EISR+ / third party / supervision and monitoring process in Nigeria. • Seeking support to establish a comprehensive membership data base, provide more members with necessary trainings and materials to facilitate independent monitoring and supervision of WB, Donors and other IDPs assisted projects in Nigeria
