  3. UDHR • Created in 1948 by UN General Assembly. • Modern concept of Human Rights is an evolving one.

  4. 4 Basic Characteristics to Human Rights • Represent demands for shaping and sharing of power, wealth and other human goods • Be fundamental as distinct from non-essential claims or goods • Allow for the rights of others (most assertions are qualified by the limitation that rights are restricted as much as it is necessary to secure the comparable rights of others) • Be universal in character possessed equally by all human beings.

  8. Why do they need help? • The main challenge for international society is national interest and sovereignty. • HOWEVER there are lots of examples where this hasn’t been a challenge? • SYRIA – this is a challenge now. • R2P (Responsibility to Protect)
