Purpose of Title IBarbara’s and Anita’s View To Improve Teaching and Learning
Title I According to the Law • Ensure that all children have a fair and equal, and significant opportunity to obtain a high quality education and reach at a minimum, proficiency on challenging state academic achievement standards and state academic assessments.
What are the duties of a Title I Specialist? • Main Duty - Professional Development • 85% of the day should be engaging with teachers and students • Modeling, coaching, collaborating • PLCs (Professional Development) Content Specific • TLI – run one copy of assessment for each teacher, teacher is responsible for making class copies • TLI-Reports assist teachers with location and interpretation of reports, forming instruction based on results, print bubble sheets and scan bubble sheets
Is it the responsibility of the specialist to facilitate all professional learning communities? • PLCs should not take the place of being in the classroom modeling and coaching teachers. PLCs should not be your only duty.
Can the specialist meet with Small Groups? • Absolutely, as long as it is in the teacher’s classroom and for the purpose of modeling strategies for the teacher to use with small groups. • NO PULL OUTS. This includes Title I Paraprofessionals. Paraprofessionals are to work under the direction of the classroom teacher not the Title I Specialist.
Paraprofessionals ( 2008 -2009 ACSIP Handbook Page 51) • Paraprofessionals should not be used 1. As a substitute teacher; or 2. To carry out general clerical or similar duties other than those necessary to the preparation, record keeping, and clean up of Title I instruction. • To provide instructional services the paraprofessional must work under the “direct supervision” of a highly qualified teacher. Direct supervision means 1. The teacher must plan the instructional activities that the paraprofessional carries out; 2. The teacher must evaluate the achievement of the students with whom the paraprofessional is working; and 3. The paraprofessional must work in “close and frequent physical proximity” to the teacher.
Specialists Meetings • Attendance is required. Do not make personal appointments on days of specialists’ meetings. (If you leave early, take appropriate leave.) • Notify the deans if you will not be able to attend.
Ordering Information • Title I purchase requests will be held pending the release of 2008-2009 Title I funding. Title I purchases from vendors should be completed on a Purchase Requisition. • Check Request - In the Remarks section of the Check Request, please include a brief description of the use of the item(s). Also attach a copy of the page from the ACSIP plan showing the action for this purchase. • All check requests and purchase requisitions should go to the bookkeepers. • No personal items on receipts
Ordering Information • Check Requests should have original receipts or invoices attached. An explanation for the purchase of the item(s) should be included in the section Purpose or Description and a copy of the page from the ACSIP plan that applies to the purchase. If the check request is for a parental involvement night please also include a copy of the agenda for the family night and a copy of the notice to the parents. If the check request is made out to a PCSSD employee, please include the individual’s employee number in the section entitled Vendor Number.
Ordering Information • If the check request is for stipends for employees, please include the agenda and the sign insheet for the school/district related activity. If the sign in sheet is not available (state training) please attach the agenda from the training, indicate the purpose or name of the activity and when the employees attended the activity. Rememberto attach the page from the ACSIP showing the action for this request. Remember to include employee numbers with the request.
Ordering Information • Using electronic forms helps ensure the accuracy in processing payments/purchases in a timely manner.
Parental Involvement • Please inform the Title I Coordinator of any Parent Involvement activities such as Family Nights in advance so it may be posted on share point.
School Parent Compacts • Title I schools are required to maintain school-parent compacts developed jointly with parents of children in the school that describes how the school staff, parents and students will share the responsibility for improved student academic achievement and to explain how an effective home-school partnership will be developed. • The school-parent compact, developed jointly with parents of Title I participating students, 1. Describes the school’s responsibility to provide high quality curriculum and enables Title I children to meet Arkansas’s academic achievement standards; 2. Describes how parents will be responsible for supporting their children’s learning, such asmonitoringattendance, homework completion, television watching, volunteering in their • 66 • child’s classroom, participating in decisions relating to their child’s education and positive • use of extracurricular time; and • 3. Addresses the importance of establishing ongoing, good communication between teachers • and parents through • • Annual parent-teacher conferences to discuss individual student progress • discussing the child’s achievement. • • Frequent progress reports to families on student academic progress. • • Reasonable access to staff and opportunities to volunteer, observe and participate • in classroom activitie
Presenters • Please notify the deans before any presenters provide professional development for your teachers. • There should be an agreement between the school and the provider that states what service is expected and the cost. This should be attached along with the invoice to the check request for payment.
Protocol • Address academic issues with the deans. • Questions about Title I funds should be addressed to the Title I Coordinator first.
