Contract structures among agencies, political will, funding … 8 – 10 Large Air Tankers remaining, while people and animals die, property burns… As losses mount into the $ billions annually. FAA Advisory Circular AC 21-23B Bilateral Aviation Safety Agreements Per - Country Listing Russia – United States Agreement – limitations currently allow import of… “All metal airplanes up to 9 passengers with a maximum certificated take off weight of 12,500 lbs. with FAA- certificated engines, propellers, and avionics; cargo transport category airplanes with FAA certificated engines, propellers, and avionics; and approved metallic materials”. To save lives and property in the United States this year, - 2012 The FAA could be directed by Executive order to amend the bilateral agreement with Russia, adding the following subparagraph: …“all Russian made, Russian certificated manned aircraft as - equipped, for aerial firefighting and emergency operations under Public Use contracts with federal, state and local agencies”.

  8. Summary In the past 20 years… The U.S. and Russia established a Bilateral Aviation Safety Agreement in 1998. Certifications by U.S. to date, the following aircraft have achieved FAR certification: FAR 25 - IL-96T heavy cargo jet aircraft with PW 2037 engines, Collins avionics.) FAR 23 - Be-103 light amphibian (Continental IO360 engines, MTU propellers) - IL-103 light trainer Bilateral Failure: Political will has been lacking on both sides, while lives in balance and various opportunities are missed.
