  3. 1. History of ODINWESTPAC (i) • The 22nd Session of the IOC Assembly (2003) • IOC approved to implement a review of IODE by a review group. • IODE-XVIII (April, 2005) • The review group recommended to abolish the RNODC system and this recommendation was agreed in IODE-XVIII. • IODE-XVIII further requested that, where available, NODCs participating in ODIN assume the functions of former RNODCs. • In the particular case of WESTPAC, IODE-XVIII commended that good work of the RNODC has been implemented, and instructed the IODE Officers to identify a mechanism to maintain the functionality of the IODE Regional Coordinator for the WESTPAC region. • The Committee further requested IOC/WESTPAC-VI to consider the establishment of an ODIN for the Western Pacific region.

  4. 1. History of ODINWESTPAC (ii) • IOC/WESTPAC-VI (May 2005) • The IOC/WESTPAC-VI decided to establish an inter-sessional working group that will study to establish ODIN in the WESTPAC region. • The IOC/WESTPAC-VI also adopted a resolution to establish ODIN in the WESTPAC region. • After IOC/WESTPAC-VI (August 2005) • Following to the resolution of IOC/WESTPAC-VI, Inter-sessional Working Group (IWG) was organized in August 2005 which consisted of representatives from interested member states and related organizations specified in the resolution of IOC/WESTPAC-VI.

  6. 1. History of ODINWESTPAC (iv) • Results of discussion by IWG • Under the chairmanship of Japan (Mr. Teruo Kanazawa / JODC), the draft general objectives for ODINWESTPAC have been prepared. The general objective of ODINWESTPAC was a to promote international cooperation on marine data and information management in the WESTPAC region. • A work plan for the establishment of ODINWESTPAC has been prepared. • Draft document (for IODE officers meeting 2006) • proposed by Mr. Teruo Kanazawa on 24 January 2006 • Draft document (Version 1) • proposed by Mr. Teruo Kanazawa on 21 February 2006 • Draft document (Version 2) • proposed by Mr. Kunikazu Nishizawa on 25 September 2006

Preparatory meeting for establishment of ODINWESTPAC (i) • A preparatory meeting for the establishment of ODINWESTPAC was held in conjunction with the 3rd International workshop on GODAR-WESTPAC, 4-6 December 2006, at Japan. • The meeting was hosted by JODC, attended by Representatives from IODE, IOC/WESTPAC, NEAR-GOOS, NOWPAP, SEAFDEC, and data managers from Australia, China, Japan, Korea, Malaysia, Philippines, Russia and Vietnam.

Preparatory meeting for establishment of ODINWESTPAC (ii) • Results of discussion by the preparatory meeting • The preparatory meeting recognized the importance of the establishment of ODIN for the WESTPAC region, and further discussion on its detail plan. • The preparatory meeting recommended that the ODINWESTPAC project should be approved by IOC/WESTPAC-VII which would be taken place in 2008. • To facilitate the approval of ODINWESTPAC project and to draw some useful experience for the future ODINWESTPAC, the preparatory meeting agreed to initiate a pilot project of ODINWESTPAC. • This pilot project proposal will be submitted to IODE-XIX(12-16 March 2007) for adoption.

Preparatory meeting for establishment of ODINWESTPAC (iii) • If the pilot project’s proposal adopt in IODE-XIX? • The pilot project of ODINWESTPAC will start formally, and will end at IOC/WESTPAC-VII (September 2008). • The proposal of ODINWESTPAC pilot project is shown in the document 39 for IODE-XIX, as Annex I.

  10. ANNEX I: Proposal to initiate a pilot project of ODINWESTPAC (i) 1. Objectives This pilot project aims; (i) to develop a number of products that will promote communication and collaboration between WESTPAC member states, and between WESTPAC member states and other partners in the fields of ocean observations, data and information management, product/service delivery, (ii) to implement relevant capacity building activities, specifically related to ocean data and information management, (iii) to prepare a formal proposal to establish ODINWESTPAC, in accordance with the decision of IOC/WESTPAC-VI (May 2005), bearing in mind the work assigned to IWG established through Resolution of IOC/WESTPAC-VI and the preparatory meeting (December 2006).

  11. ANNEX I: Proposal to initiate a pilot project of ODINWESTPAC (ii) 2. Activities During the pilot project, it is expected; 1. Establish management structure 2. Organize workshops 3. Establish an ODINWESTPAC pilot project web site and mailing list(s) 4. Start preparations for national and regional metadatabases documenting data holdings available in the region 5. Collect cruise summary reports 6. Continue the rescue and archival of historical oceanographic data as a follow-up to the GODAR-WESTPAC project 7. Prepare a directory of research institutions and experts in the region 8. Prepare a directory of ocean and coastal observation, research and management projects and programmes implemented in the region (not limited to IOC activities) 9. Prepare a regional e-repository of scientific publications published by WESTPAC experts ;

  12. ANNEX I: Proposal to initiate a pilot project of ODINWESTPAC (iii) 2. Activities (continue) 10. Prepare a list of potential partners (international organizations, regional organizations, donors, IOC programmes, other projects/programmes active in the region) 11. Assess capacity building requirements in the region 12. Collect and share information on capacity building activities implemented in the region (training courses, seminars and workshops) 13. Disseminate relevant data and information management tools and manuals. 14. Implement training courses and workshops as required (i) NEAR-GOOS – NOWPAP Joint Training Course on Remote Sensing Data Analysis, Japan (ii) Training Course on Basic Data Management and Information Management IODE Project office, Belgium 15. Prepare a proposal for the ODINWESTPAC project to be submitted to IOC/WESTPAC-VII.

  13. ANNEX I: Proposal to initiate a pilot project of ODINWESTPAC (iv) 3. Deliverables The following are expected to be delivered by IOC/WESTPAC-VII. 1. ODINWESTPAC pilot project web site and mailing list(s); 2. National and regional metadatabases; 3. Updated WESTPAC cruise summary report database; 4. Directory of research institutions and experts in the region; 5. Directory of ocean and coastal observation, research and management projects and programmes implemented in the region; 6. Regional e-repository of scientific publications published by WESTPAC experts; 7. List of potential partners (international organizations, regional organizations, donors, IOC programmes, other projects/programmes active in the region); 8. Assessment report on the capacity building requirements in the region; 9. Several training courses and workshops; 10. Proposal for the ODINWESTPAC project to WESTPAC VII.

Cooperation with other international projects (i) • (i) NEAR-GOOS • Recommendation of NEAR-GOOS CC-XI • The 11th Session of IOC/WESTPAC Co-ordinating Committee for the North-East Asian Regional - Global Ocean Observing System (NEAR-GOOS-CC-XI) was held at Bangkok, Thailand (January 2007). • The proposal for the ODINWESTAPC pilot project was presented by Mr. Wenxi Zhu from the IOC/WESTPAC Secretariat. • NEAR-GOOS-CC-XI recognized the importance of the ODINWESTPAC Pilot Project, and expressed its willingness to collaborate with the pilot project (shown in Annex IIa).

  18. ANNEX IIa: Recommendation IOC/WESTPAC-NEAR-GOOS-CC-XI (i) A pilot project of Ocean Data and Information Network for the Western Pacific region (ODIN-WESTPAC-PP) The Co-ordinating Committee for NEAR-GOOS, Recalling : (i) the IODE Committee, during its 18th Session in 2005 decided to abolish the system of IODE RNODC and the system of IODE Regional Coordinators, and further requested that NODCs participating in ODIN would assume the functions of former RNODCs; (ii) the IOC Sub-Commission for the Western Pacific expressed its strong interest in developing an ODIN for the WESTPAC region and adopted a resolution at IOC/WESTPAC-VI (May 2005) on the establishment of an Inter-sessional Working Group (IWG) to provide, as appropriate, a project proposal for an ODIN for the region including a possible work plan, deliverables, timelines and required resources;

ANNEX IIa: Recommendation IOC/WESTPAC-NEAR-GOOS-CC-XI (ii) Recalling (continue): (iii) the preparatory meeting toward the establishment of ODINWESTPAC (December 2006), adopted a pilot project proposal of ODINWESTPAC-PP, based on the work done by IWG, for submission to IODE-XIX (Trieste, Italy, 12-16 March 2007) for adoption; Recognizing that ocean data and information related activities and networking of the participating organizations which carried out the major NEAR-GOOS activities will help the efficient development and improvement of ocean data and information capability in the region; Requests the IOC/WESTPAC Secretariat to take necessary action for adoption of the project at the XIX session of the IODE Committee; Further requests IODE Committee to approve this pilot project proposal; Invites all NEAR-GOOS participating countries to take part in the pilot project.

  20. 3. Cooperation with other international projects (ii) The 8th Training Course on NEAR-GOOS Data Management • (i) NEAR-GOOS (continue) • Training Course • Training Course on Oceanographic Data Management has been organized every year since 1982 at JODC in support of the activities of the WESTPAC by utilizing UNESCO/Japan Trust Fund. • The objective of this Training Course is to acquaint participants with the concept of NEAR-GOOS and its functions in the WESTPAC region, and the acquisition, processing, compilation and exchange of oceanographic data in accordance with IOC data exchange policy. • The 8th Training Course on NEAR-GOOS Data Management was held from 20 February to 3 March 2006.

  21. 3. Cooperation with other international projects (iii) • (i) NEAR-GOOS (continue) • Training Course (continue) • In response to the proposal of NOWPAP at NEAR-GOOS-CC-XI, the NEAR-GOOS CC invited JODC to continue the training course on NEAR-GOOS data management and to include the subject of ocean remote sensing, with necessary assistance from appropriate organizations including JMA and Tohoku University, and the financial support from IOC, and with necessary collaboration with NOWPAP. • The training course has been planned in summer 2007 and it is expected to contribute to the pilot project for ODINWESTPAC.

  22. 3. Cooperation with other international projects (iv) • (ii) NOWPAP • Upon the invitation of the IODE-XIX, Dr. Tkalin, NOWPAP Co-ordinator, indicated that DINRAC of the NOWPAP has a responsibility to promote data and information sharing activities. NOWPAP, through DINRAC, is willing to cooperate with the pilot project. He further suggested to involve DINRAC in the implementation of the pilot project from the early stage. • In connection to collaboration with NOWPAP, NEAR-GOOS-NOWPAP joint training course has been planned in summer 2007 and it is expected to contribute to the pilot project for ODINWESTPAC.

  23. 3. Cooperation with other international projects (v) • (iii) PICES • Dr. Alexander Bychkov, Executive Secretary of PICES also expressed the intention of his organization to cooperate with the pilot project in his letter addressed to Mr. Peter Pissierssens, IODE Programme Coordinator on 5 February 2007 (shown in Annex IIb). • He introduced that Technical Committee on Data Exchange (TCODE) of PICES is actively promoting metadata creation and use as a research tool for the international science community. Recent activities of TCODE have focused on efforts to federate the metadata of all PICES member nations. PICES plans to continue supporting these efforts by providing the international framework. The ODINWESTPAC Pilot Project will be a really good opportunity for IOC/WESTPAC, PICES and other international programmes to cooperate in improving capacity for oceanographic data management.

  24. 4. Request to review and adopt the proposal of ODINWESTPAC pilot project ACTION: The Committee will be requested to: - review the progress made with the preparations for ODINWESTPAC - review and comments on the proposed work plan for 2007- 2008 and allocate US$ 30,000 for 2007, and US$ 20,000 for 2008 - recommend strategies to facilitate the implementation of the ODINWESTPAC Pilot Project ACTION: The Committee will be invited to adopt the proposed Draft Recommendation IODE-XIX.9 on the Establishment of the ODINWESTPAC Pilot Project.
