Karnataka State is one of the vanguard states in the country in ICT based programs for primary and secondary education • ICT based programs and projects have been implemented in the State by Govt. along with partnership of NGOS and Private Companies • The availability of tools such as radios, televisions, computers, Internet, telephones, videos, multimedia CD-ROM’s ,satellite are the ICTs used for promoting primary and secondary education.

  3. ONGOING PROGRAMS • Computer Assisted Learning Centre (CALC) – Primary Schools • CALC through KIOSKS - Primary Schools • Implementation of ICT in Rural Schools – Bharthi Vidya Project • IBM Kidsmart project (Primary including Anganwadi) • Mahithi Sindhu Project (Secondary Schools)

Ongoing Programs Computer Assisted Learning Centre (CALC) To enhance the quality of learning of children through the use of multimedia CDs. • 776 Government primary schools are already • covered. • Another 350 schools will be covered shortly. • Class wisesubject oriented contents are developed in • the form of CDs and used in the schools.

  6. C.A.L. Contd… • Each school is facilitated with 2 to 5 computers &UPS • Regular teachers are trained to handle computers. • Children of Primary schools studying in grade III to VII are covered. • Toll free number established for after sales service

  7. CAL through KIOSKs Extending the facility of village telecentre /KIOSK • Implemented in 3 schools of Anekal block of Bangalore Urban District on pilot basis. • Students from class V to class VII are taken to the nearest kiosk in a batch of 10. Every child gets an exposure of 135 minutes per week. • Content provided by Azim Premji Foundation. • Two teachers from each school are trained.

Implementation of ICT in Rural Schools – Bharthi Vidya Project • Multimedia contents based on the syllabus and 29’’ TV is provided in 17 schools. • Content is Teacher centric: Teacher provides the voice over • Children learn the concepts with Teachers explaining the subject in their own pace and style.

  9. IBM Kidsmart project It aims to leverage technology to give children of age group 3 to 8, a jumpstart in their education. • Implemented in 21 schools which have a neighborhood school and Anganwadi centre. • 10 to 20 computers for each school. • Regular teachers are trained. • Content for learning provided by IBM.

Mahithi Sindhu Project • Computer Education to students of grades VIII to X studying in Government Secondary schools. • 1238 Government Secondary schools have been covered. • 1651 Government Secondary schools will be covered in II phase. • Based on the strength, schools are facilitated with 5 to 10 systems. • Two qualified teachers to each school are appointed through private partners. • Hardware and software is provided from State Government. • Subject oriented contents are developed in the form of CDs and used in the schools.

Bahumukhi Radio Program • It is being run by DSERT, in collaboration with several organizations. • Development of module on multi grade and multi level teaching. • Radio lessons are broadcast for student at the primary and secondary level which covers the curriculum with emphasis on difficult topics.

Keli Kali Radio Program • “Keli-Kali” a radio program beamed directly to all primary schools from all stations of AIR for classes III -VI through out the year. • Video and audio cassettes & CDs relating to hard topics are developed. • EDC an NGO is also collaborating under “ Chukki – Chinna”, a radio based program

Bandani Radio Program • Run by DSERT in collaboration with AIR Bangalore for students in grades VI-VIII. • Experts in English, Kannada, Science, Social Science and Mathematics prepare radio lessons for broadcast. • Uses methods like discussion, dramatization and special audio effects to make learning more interesting to the children. • Teachers are provided a handbook to aid them with the radio lessons.

  14. EDUSAT A Pilot Project in Karnataka for Primary & Schools

  15. EDU-SAT – in partnership with ISRO • “EDUSAT” – Direct to class room broadcast of TV lessons • Pilot project from 2004–05 in 885 primary and 129 secondary schools. • Extended to 885 more schools Gulbarga District.

  16. EDU-SAT contd… • Studio, Hub and up linking facilities are set up at DSERT, Bangalore. • Infrastructure set up by ISRO through BEL on turn key basis. • Satellite receiving stations in 202 Block Resource Centres (BRCs) is set up to facilitate teacher training in distance education mode.

  17. EDU-SAT covers * 174,000 school children in classes III – VIII in 1770 schools in two educationally backward districts * 3362 teachers * Educational functionaries including BRC coordinators, Block Resource Persons, Educational coordinators

DOT-EDU Program • It imparts instruction in Mathematics, Science and Social Studies via Radio. • It is initiated in 342 primary schools in Raichur, Gulbarga, Bangalore and Chamrajnagar districts for students in grades V and VI. • It consists of 72 radio programs and of 40 films set up by EDC. • EDC is in the process of releasing hybrid software CD in the field of science for the students in grade IV-V.

Project Shiksha (Microsoft) • Focuses on teacher training in I.C.T for education. • Plans to set up teacher portal. • Each batch consists of 40 officers and teachers • They are trained at the ITA (Information technology academy). • Feed back is collected from the teachers at the trainings i.e • Technology supports teaching of complex supports- 82.5% • Technology usage enhances retention- 85.5% • Applications learnt would help in school admin – 86%

  22. Scaling Up • Pilots are good but up-scaling is tough • Extending to 43,000 primary and 9000 secondary schools is expensive • Lack of clarity on private sector participation • PC availability per student • Provision of power

  23. Challenges – Sustainability • Maintenance of ICT hardware • Replacement costs of hardware and upgrading of software • Frequent transfer of teachers and costs of training entire cadre • Continuity and consistency in policy

  24. Power • Villages face huge power deficit • Even UPS does not work • Solar power panels are expensive for large computer labs • Diesel generators are expensive to maintain

  25. Connectivity and Bandwidth • Poor connectivity in rural areas • Where connectivity exists bandwidth is of poor quality
