  1. The Third Grade Reading Guarantee 2016-2017

What is the third grade reading guarantee? • The Third Grade Reading Guarantee is a law that ensures every struggling reader gets the support he or she needs to be able to learn and achieve in reading. • Ohio’s Third Grade Reading Guarantee law requires third graders to meet a certain score on the state’s third grade reading test before moving on to grade 4. • Third grade students must show that they can read at a third grade level by the end of the school year.

  3. Reading Tests NWEA (Fall, Winter, Spring) Students will have three opportunities to achieve the required score for promotion: 196. OST (November, March) Students will have two opportunities to achieve the required score forpromotion: 44. • Students who do not achieve the required score on one of the two reading assessments will be retained in grade 3. • CMSD summer school will be offered to those students who do not achieve the required score for promotion. The NWEA and the OST will be given in July for one last attempt to achieve the required scores.

  4. Reading Improvement and Monitoring Plan (RIMP) • Students not reading at third grade reading level have been placed on reading improvement plans to address reading deficiencies. • Reading improvement plans address each child’s unique reading problems. • Students receive 90 extra minutes of reading instruction per week.

  5. Exemptions to the Third Grade Reading Guarantee • A student who is an English learner enrolled in U.S. schools for less than three full school years. • A student whose IEP specifically exempts the student from retention under the Third Grade Reading Guarantee. • A student who has received intensive remediation in reading for two years and was previously retained in any of grades kindergarten through grade 3.
