  3. Recycled Paint Standards & Certification System Goal: • Assure potential buyers, and others involved with paint procurement, of the quality and safety of recycled paint. Two Methods: • Develop composition and performance standards for recycled paint • Develop system for certifying that specific recycled paint products meet the standards. Recycled Paint Certification Project • Funded by Dunn-Edwards Paint Corporation, Metro Oregon, and California Integrated Waste Management Board • Can the solution be market driven? • Major barrier to the manufacture of recycled paint is the lack of markets • Lack of procurement standards • Non-action on existing procurement standards • Perception by contractors, consumers, government that recycled content paint is inferior May 3-4, 2006 PPSI Meeting - Sarasota FL

Work Completed To Date • Cal Poly completed report laying out options for standards and certification. • Contracted with Green Seal to develop standard • Green Seal using MPI performance standards. • Assembled stakeholder committee • Internal stakeholder review of draft standard • Green Seal released proposed environmental standard - May 31 end of comment period. Recycled Paint Certification Project #8 • Recycled Paint Certification establishes criteria for the environmental, safety, and performance characteristics of recycled content paint • Consolidated Paint (95% recycled content) • Reprocessed Paint (25%/50% recycled content) May 3-4, 2006 PPSI Meeting - Sarasota FL

Proposed Environmental Standard Collection and Sorting • Paints shall be in original container with intact label • Contents visually match label description • Each container shall be free of putrefication, skinning, livering, particulate matter, etc… • Paint shall be sorted by color and major color categories, and may be sorted by sheen/gloss and by use type interior/exterior • Paints shall be filtered through 300 micron or finer filter May 3-4, 2006 PPSI Meeting - Sarasota FL

Proposed Environmental Standard Product-Specific Performance Requirements • Documentation shall be provided indicating that the product being evaluated appears in the current edition of the MPI Approved Products List under the category for intended application • Green Seal seeks comments on post-blending quality control testing May 3-4, 2006 PPSI Meeting - Sarasota FL

Proposed Environmental Standard Product-Specific Health and Env’l Requirements • Product manufacturer shall demonstrate VOC level of the product does not exceed 200 g/l • VOC shall be tested every 100,000 gallons and at least annually • Shall contain no more than 1% by weight of aromatic compounds for the virgin components. Testing for the concentration of these compounds shall be performed if they are determined to be present during materials audit • Complete list of chemicals not allowed in the virgin material or additives in the consolidation or reprocessing of product – include aeromatics, metals, ketones, volatile organics, etc. May 3-4, 2006 PPSI Meeting - Sarasota FL

Proposed Environmental Standard Product Packaging • Paint cans and components are not fabricated with lead • Every effort shall be made to use product containers that are recyclable in most communities • Packaging shall have statement discouraging disposal into storm drains and encouraging contact with local authorities for proper management • VOC levels shall be listed if verified through certification process May 3-4, 2006 PPSI Meeting - Sarasota FL

Green Seal Standards Development • A “consensus-based” process. • Subsequently, each manufacturer would submit products for certification. • Green Seal would come “audit” facility to verify process standards are being met. • Manufacturer would pay one-time fee for product certification and an annual monitoring fee. Recycled Paint Certification Next Steps… • Receive all public comments by May 31st • Green Seal will incorporate comments and another draft will be presented to the Stakeholder Committee • Committee will provide last comments • Green Seal will finalize the standard by August 31st • Final Standard will be posted on websites and circulated to specifying lists and authorities • Presentation to CIWMB on the final certification system May 3-4, 2006 PPSI Meeting - Sarasota FL

Federal Government Procurement • Complicated/overlapping requirements. • 100% acrylic standard in the Commercial Item Description (CID) AA3185 impossible for RCP. • Decentralized purchasing – no way to track except through RCP sales. • Recyclers will give sales info to PSI to track changes. • No sales of Visions through GSA contract in over 4 years! • EPA staff researching and making recommendations on what guidance to change and when. Rutgers Study • Initial research concludes value-added plastic products can be produced from post-consumer paints blended with waste post-consumer plastics, chiefly #2 HDPE. • Possible product - recyclable paint cans! • Further research on-hold, based on development of national database of paint dealers willing to donate paint as a funding source for continued research. Paint Recycling Company Study • The Paint Recycling Company is studying the effects of mixing leftover latex paint into cement. • There is a test pour in the next few weeks. • PRC will keep PPSI informed of progress and will make a short presentation to follow… May 3-4, 2006 PPSI Meeting - Sarasota FL

Product Care Cement Study • Project Managed by University of Western Ontario • Project funded by Product Care Association, Materials and Manufacturing Ontario, and the Natural Science and Engineering Research Council of Canada • Project will take 2-years (2005-06) • Will measure durability of hardened concrete incorporating WLP May 3-4, 2006 PPSI Meeting - Sarasota FL

  32. Ekoseal ADC Study • Hotz and Sustainable Landfill Technologies, Inc., conducted research on using latex paint sludge from recycling operations as an ingredient in EkoSeal, which is used as Alternative Daily Cover for landfills. • Sustainable Landfill Technologies, Inc., bidding on a 5-year contract for a non-hazardous landfill ADC and lost. • Product has received positive review and opinion from the Standards and Development Branch of the Ontario Ministry of the Environment. • Still need landfill site-specific approval to use product.
