Background • DOE O 420.1, Facility Safety, covers fire protection, explosives safety, criticality, AB, design in general. • The DNFSB has been very critical of LANL's implementation of the Guide that accompanies the Order, expects the material to be incorporated into the LEM and other appropriate documents. • This DNFSB criticism boiled over with a 2/22/02 letter to NNSA citing LANL's status and requesting status for all NNSA sites. http://www.deprep.org/2002/FB02F22B.PDF

DNFSB Staff Report and Board Letter The DNFSB letter dated 2/22/02 (forwarding 12/20/01 Staff Issue Report) said, in part: "...the Board requests that DOE provide a report within 60 days of receipt of this letter that addresses the following items: The status of implementation of DOE Order 420.1 at each National Nuclear Security Administration site having defense nuclear facilities. For those sites that do not use the implementation guides and standards referenced in DOE Order 420.1, a description of the alternative methods being employed."

LLNL’s April Response to NNSA(“Crosswalk” Excerpt) Radiation Protection (DOE G 420.1 - Section 4.2) LLNL implements 10CFR835 Hazardous Material Protection (DOE G 420.1 - Section 4.3) The following are contained in the LLNL WSS for implementation: • 29 CFR 1910 Subpart Z, Toxic & Hazardous Substances (1910.1000 to 1910.1450 App B) • 29 CFR 1910.94, Ventilation <snip>

Beckner reply to DNFSB on 4/23:(wording from 4/15 draft): “… it is important that our local NNSA personnel request that each contractor develop a more complete cross-walk between the codes and standards in the implementation guide and those in the appropriate contractor documents (design manual, design criteria, procedures)… Such a cross-walk will also provide for a more complete understanding of any alternative mechanisms being employed by our contractors in terms of specific codes, standards, and guides… I have requested that this effort be completed within 6 months, and will have site NNSA staff work with your staff to review these results as needed.” THEREFORE, X-WALK DUE 10/23/02!!!!!!!
