Looking Back • Calendar Year 2009 • EmpowHR • December 2009 - Implementation of Person Model • Person Model is used to capture information about a person and how the person is related to the organization • It supports the storing and tracking of three Person Types (Employee (EMP), Contingent Worker (CWR), and Person of Interest (POI)) within one centralized repository

Looking Back • Calendar Year 2009 • EmpowHR • December 2009 - Continued EmpowHR Enhancements • Bi-weekly Data Sync Process - Developed to synchronize PPS and EmpowHR with a total of 64 data elements matched in each bi-weekly process • Enhanced History Correction Packages (HCUP) Processing Capability (Phase 1 and Phase 2) – Provided improvements to allow the processing of basic HCUP packages

Looking Now and Into the Future • Calendar Year 2010 • Payroll/Personnel System • PP01 - Annual Pay Raise • Implemented Executive Order 13525, dated December 23, 2009 (1.5 percent rate of basic pay) • Effective January 3, 2010, for General Schedule and Foreign Schedule employees • Implemented non-foreign COLA in conjunction with Pay Raise

  18. Looking Now and Into the Future • Calendar Year 2010 • Payroll/Personnel System • PP04 - Sunday Premium Pay • United States Court of Appeals decision effective May 26, 2009 • Part-time employees are entitled to Sunday premium pay for work performed on Sundays

Looking Now and Into the Future • Calendar Year 2010 • Payroll/Personnel System • PP08 - Reservist Differential and Update 52 Guide to Processing Personnel Actions • As mandated by OPM, Federal agencies must provide a payment for the difference between the employee’s civilian and military pay • New authorization codes for Reservist Differential will be available in Pay Period 10, 2010

Looking Now and Into the Future • Calendar Year 2010 • Payroll/Personnel System • PP09 - Order of Precedence • OPM has provided guidance to standardize the order of precedence when gross pay is not sufficient to permit all deductions • PP10 - PAR Edits for FEHB Coverage Code • Prevent FEHB coverage code from being modified on NOACs that do not allow for those changes • PP10 - Standardization of Compensatory Time Limits • System modifications will be made to TIME, PAYE and TINQto prevent ‘grandfathered’ comp time from being used after PP10, 2010

Looking Now and Into the Future • Calendar Year 2010 • Payroll/Personnel System • PP15 - ERI, Gender, and Handicap Code in EPP/ESS • PP16 - Thrift Savings Automatic Enrollment • Thrift Investment Board issued a bulletin mandating that all newly hired and rehired employees, with a break in service of greater than 30 days, automatically be enrolled in TSP effective the first full pay period of August 2010

Looking Now and Into the Future • Calendar Year 2010 • Payroll/Personnel System • PP20 - Nature of Action (NOA) for Details • Effective May 11, 2008, OPM mandated the use of three new NOA codes to use for specific Details (930, 931, 932) • Targeted for PP20 - Combined Federal Campaign (CFC) Pledge Automation • NFC is working with OPM to implement CFC pledge automation through our Employee Personal Page (EPP)/Employee Self Service (ESS) products

  27. Process Improvements • Established Systems Requirements Branch (SRB) in 2009 • Formed SRB in Pay Period 21, 2009, to streamline the systems requirements development process • SRB Staff (in New Orleans, LA and Washington, D.C.) is aligned by customer agency

Process Improvements • User Acceptance Test (UAT) Environment • Security Testing Phase – completed March 19, 2010 • Final Internal Test – completed April 9, 2010 • Final test was to ensure the accuracy of the database, internal processes and procedures, as well as the functionality of the jobs and job flows established • External processes and documentation still being developed • Next Phase • Pilot test with an agency as a participant beginning after Pay Period 10
