Session Objectives National TBTEAM Coordinators will be able to • DESCRIBE TBTEAMand its messages • DEFINE their role in the overall mission of TBTEAM • DEFINE TA • ACCESS TA through TBTEAM • DESCRIBE the importance of a country taking ownership of the TA plan development process • LIST the steps of TA plan development

  7. Stop & Jot Take 5 minutes to jot down your responses to the following questions. What are your perceptions of TBTEAM? How does a country access technical assistance? How do you collaborate with your partners and identify TA? Do you think TBTEAM can help?

  8. a quick look back at TBTEAM mission Build up national capacity and ownership of countries’ TA plans and implementation. To help countries and international agencies coordinate TA through a well-organized network of technical partners, including CSO, NGO. To enable the most effective use of Global Fund and other external resources. To help countries and partners with ad-hoc requests for assistance that could be provided by a consultant within a large pool of qualified experts.

  10. Understanding the role of the national coordinator

  11. Identifying the National Coordinator (Focal Point) How are they chosen? Who should be the National Coordinator? Should have access to all existing strategic plans, gap analyses, etc. Be linked to an existing body Have the capacity (i.e. skills and time) to fulfil this role Be recognized as the national lead to coordinate TA • NTP nominates National TBTEAM Coordinator

TOR national coordinators TA coordination body National TA plan • Gather all stakeholders (NTP, civil society, private sector, PRs, CCM, etc.) to prioritize and fill gaps • Coordination body should meet regularly • Regularly update the composition of the coordination body to include all technical and financial partners working in country • Develop a national, comprehensive TA plan (including all existing plans such as GF and TBCARE) • The TA plan framework can help guide development of the TA plan • Include an outline of required deliverables and/or outcomes

TOR national coordinators Technical assistance TBTEAM website Respond to queries on missions entered in the TBTEAM website from external partners Facilitate coordination of missions with all relevant stakeholders Complete (with NTP) expert quality feedback questionnaire following TA mission Keep information on website up to date (including TA plan, status of missions and mission reports) • Identify potential local resources to address stated TA needs • Work with regional focal point and HQ to search for support • Monitor requests for TA and follow through to fulfillment • Review possible TA providers to ensure their skill sets are appropriate for the stated need • Respond to queries on TA • Maintain regular communication and reporting with the Regional focal point and HQ

TOR national coordinators Global Fund (GF) TBTEAM can assist Manage seed funding to support initial coordination meetings and other activities to build capacity of coordinator and stakeholders Additional TA from international providers and ad hoc TA in country Additional assistance from the region and HQ to perform the stated functions via visits, phone calls, and emails to monitor progress Increased attention (and funding) to the analysis and monitoring of the Global Fund grant performance • Coordinate strategic support to countries in prep for GF grant negotiations and Phase II renewals • Monitor implementation progress and performance of on-going GF TB grant(s) • Create an early warning system for identification of barriers or problems (in consultation with PRs and CCM and other relevant stakeholders) • Communicate challenges to Regional Focal Points and Global Headquarters for assistance through Global Fund portfolio manager

  17. So what exactly is TA? Why would you access it? And how do you access it?

  18. To build capacity of a specific skill within the country Help identify needs, to assist in TA planning Coordinate planning and resource mobilization within country Why might a country need TA? Assist in the prep. and negotiation of GF grants Relieve GF bottlenecks Implement GF grants within country

  19. Key Point: TA is provided so that CAPACITY can be built enabling the country to fill its OWN TA needs.

  22. HOW TO: develop a TA plan the components, the steps to development and revisions

Phase 1: Preparatory Work Gather Relevant Documents • National TB Strategic Plan • Partners work plan [WHO, TBCARE, GF, other] • Gap analyses • Recommendations from the GF TRP • GF progress reports and recommendations • TA mission reports • Any other existing strategic and implementation plans

Phase 1: Preparatory Work Drafting a comprehensive TA plan • With NTP, the TA plan should be drafted (by National TBTEAM Coordinator) (template available on TBTEAM website) • The plan should be created by using the info from the gathered docs • Should be developed prior to the start of the fiscal year and cover at least 1 yr (preferably 2-3 yrs for GF period) • Should be constructed using the TBTEAM framework with all necessary components • Stakeholders meeting organized to fill gaps and prioritize

  25. Phase 1: Preparatory Work 1.Task: Briefly describe the purpose of the activity. Detailed terms of reference should be included. Elements of a TA plan 5. Funding gap: Estimated cost minus the available funding. Represents the funding gap needed to implement the activity. 2. Estimated Cost: Total estimated cost of the mission using UN or other organization rates as a guide. 3. Available Funding: What monetary funding exists within the NTP. GF grants, partner budgets, etc. for this activity? 4. Funding source: What is the available funding source?

  26. Phase 1: Preparatory Work 6.Expert: If known, indicate the name of the consultant (national or international). Where there is not an expert identified, there is a human resource gap. Elements of a TA plan 10. GF grant activity reference and service delivery area: Since GF TA plan is a subset of the comprehensive TA plan, noting the GF grant activity reference could facilitate reporting. 8. Timeframe: The calendar element of the TA plan is crucial! Missions should be organized in advance to secure funding and the best consultants. 7. Responsible officer/partner: The person in charge of coordinating the mission. 9. Status: Planned, completed, cancelled or postponed

Phase 2: Finalize Plan & Disseminate • The NTP manager and national coordinator should finalize the TA plan. • TA plan is circulated to stakeholders for final comments. • Once agreed upon, TA plan is uploaded to TBTEAM website. • TA plan can then be shared in order to mobilize resources to fill gaps. Complete TA plan

  28. Phase 2: Finalize Plan & Disseminate remember TA plans are living documents and need to be monitored and updated continuously.

Phase 3: Implementation Provide feedback on the TA consultants (both directly to the individual and through TBTEAM) Set aside time/budget for email and calls with TA consultant for ongoing input and feedback Ensure that TA gaps are identified and addressed Use TBTEAM platform to help fill gaps!

Phase 4: TA Monitoring • Convene partners quarterly to monitor progress (within existing meetings) • Coordinate and monitor the implementation of the TA plan – looking forward and backwards • Ensure that TA conducted builds on previous missions • Continue working with local donors to meet funding needs Helps ensures continuity of TA and reduces fragmentation

Phase 4: TA Monitoring • Convene partners quarterly to monitor progress • Coordinate implementation of the TA plan by taking note of mission status • Ensure that TA conducted each year builds on previous missions • Continue working with local donors to meet funding needs REMEMBER: THE TA PLAN IS A LIVING DOCUMENT AND NEEDS TO BE MONITORED AND UPDATED ON TBTEAM CONTINUOUSLY! Helps ensures continuity of TA and reduces fragmentation

  38. Question: What would it take to really make TA planning work at country level?

  39. Answer: NTP taking OWNERSHIP of the TA plan and its development process. National TBTEAM Coordinators to facilitate the process.

  40. What are the benefits for a country owning the process? Opportunities for NTP to take charge of its own TA needs and plans. Technical partners can engage in the process Better coordination and planning Ability to track TA and anticipate scheduling conflicts Engages ALL partners Coordinates use of resources for TA and identifies gaps.

  41. What are the benefits for a country owning the process? Limits ad hoc, fragmented and duplicated events Quality assurance and evaluation of TA Provides opportunity to build on past missions Provides opportunity to build the local capacity

  42. The ideal scenario: Long term TA plans developed by the NTP and NATIONAL TBTEAM COORDINATORthat have been planned with the help of PARTNERS and the COORDINATION BODY.

  44. How can TBTEAM help YOU access TA?

  45. So you have a comprehensive, costed TA plan developed. What now? Step 1: Look to fill the gaps in your TA plan IN-COUNTRY. This is where TBTEAM Can HELP! Step 2: If no TA can be found in-country, look within the REGION. This is where TBTEAM comes in! Step 3: If no TA can be found in region, then look globally.

  46. How can TBTEAM help? TBTEAM is another avenue for accessing TA. Using TBTEAM allows you to access TA on your own and make it fit your needs without relying on other sources to find the TA for you.

THE LINK TO THE GLOBAL FUND • TA can be accessed through TBTEAM for GF related grant processes • TA plans need to be done in coordination with the GF grant processes, specifically with the following documents: • M & E plan • Performance framework • Budget and work plan • Procurement and supply management plan • Technical assistance plan • Training plan • Countries can access TA to assist with GF grant processes
