Cal Osha Mandate Written Safety Programs • What are mandated written safety programs in California • Maintain a Current Written Hazard Communication Program • Maintain a Current Written Injury and Illness Prevention Program • Prepare Job Safety Assessment( JSA) • Prepare Code of Safety Procedure

  3. Is There Other Written Programs Flex graphic Printing Press Industries..you must have these also • Lockout/Tag out • Personal Protection Equipment(PPE) • Electrical Safety • Machine Guarding & Power tools • Hearing Conservation • Welding and Cutting • Hazards of Lathing Machine

Once the Programs are in Place What else we need to do • Implementation • Identify the Job Hazards and post the code of safety procedure • Train the employee on Job Related Hazards.. • Document the training on annual basis and refresher thereafter • Never assign a new employee to a job without: 1) Safety Orientation, 2) Job Specific Hazards 3) Provide the PPE for that job

  5. What Training? • Hazard Communication Program • Material Safety Data Sheet • Chemical Hazard Rating ..HMIS Example: Health =3, Fire= 2, Reactivity= 0 • Lockout/Tag out ( L/T), Identify Energy Source and to control the energized sources. • Maintain records of L/T and barricading

More on Training…. • Machine Guarding..photo sensors, cages, rest guards, Auto Emergency shut offs, Interlock Safe switches. • Electrical Safety…water, panels, exposed and energized junction boxes, exposed electrical wire, shortage, electrical warning… • Fire Safety, Fire Prevention, Posting Evacuation plan , Fire Drill, Notification system….know your exit routes..are they posted..How to use Fire Extinguishers

More on Training • Hearing Conservation, annual audio test • Certify your Forklift Drivers, maintain daily inspection checklist, post the load, set the speed, isolate the path, install viewing mirror in blind spots • Employees Abide with company CSPs Issue warnings and be strict ..three warning ..employee will be suspended from the task, or fired.

Monthly Machinery Hazard Inspection • Generate a job related hazard checklist for give machine and conduct monthly inspection and ensure CSPs posted and employee is trained. • Generate Facility Wide General Safety Inspection check list. Ensure Safety Orientation covers this list. • Write up warnings • Have a suggestion box.

  11. Monthly Safety Meeting • Establish Core Safety Committee • Conduct monthly safety meeting by bringing employee from each department • Encourage them to tell you the safety concern..NEAR MISSES…hear their voice before they complain to OSHA

WHO GETS INSEPCTED • Imminent Danger- Reasonable certainty that a danger exists that is expected to cause death or serious physical harm. • Catastrophes & Fatal Accidents- death or hospitalization of 3 or more employees. (Must be reported to OSHA within 8 hours) • Employee Complaints- When the employee feels they are in imminent danger or threatened with physical harm.

  16. Osha & You ..how to survive • Take a risk and invite OSHA for inspection..when you have done all your home work • Inspection is un announced …be prepared all times..you can not stop the inspection • Osha may give you 24 hours notice • Don’t volunteer information..employee participation

  17. Osha Reporting Rules • Basic requirement. Within eight (8) hours after the death of any employee from a work-related incident or the in-patient hospitalization of three or more employees as a result of a work-related incident, you must orally report the fatality/multiple hospitalization by telephone or in person to the Area Office of the Occupational Safety and Health Administration (OSHA), U.S. Department of Labor, that is nearest to the site of the incident. You may also use the OSHA toll-free central telephone number, 1-800-321-OSHA (1-800-321-6742). Note: Emergency Responders must report the accident

BEHAVIOR AND CHANGE OF EMPLOYEE ATTITUDE TOWARD SAFETY • Promote real time hazard evaluation and correction by motivational mode such as: • SAFE HOURS timeline with no injuries recorded,followed by company prizes and awards… Encourage hazard assessment and near miss reporting through voluntary program… Promote employees’ safety attitude such that SAFETY comes FIRST at their work place…. And no compromise….think safe, work safe, and fix unsafe conditions….then receive company wide award….It is all about safety
