Orange County • No cash transaction of a “restricted regulated metals property” • Restricted Regulated Metals Property = City’s items listed in “Restrictions on Purchases” • Cash transactions permitted for all other transactions pursuant to State statute allowing cash transactions up to $1,000 • Electronic reporting of all transactions • Requires a fax for notification to allow law enforcement to notify recyclers of recent thefts.

Proposed Amendments • Definition of “Seller” • Include “Authorized Agent” • “Current” employee, agent, or contractor of a governmental entity, utility company, cemetery, railroad, manufacturer, or other person, business, or entity owning the property • Text deleted from Sec. 43.92, Restrictions on Purchases and added “Authorized Agent”
