Effective January 3, 2011, Orange County imposes strict regulations on secondary metal recyclers concerning cash transactions. No cash transactions are permitted for restricted items, which include metals like copper piping, aluminum siding, and others outlined in the “Restrictions on Purchases.” Payments must be made via mailed check or electronic transfer, with mandatory electronic reporting of all transactions to the OPD. Furthermore, recyclers must notify law enforcement of recent thefts. The definition of "Seller" now includes "Authorized Agents" with specific authorization procedures detailed.
