  1. Reclassification Romoland School District

  2. Reclassification English learners are reclassified as “fluent” when they have sufficient English skills to learn in a regular classroom without extra assistance and perform in academic subjects at the same levels of proficiency as those whose native language is English.

  3. Every year the school has the responsibility to analyze the data & identify those EL students who: • Have made substantial progress in their English Language Development • Posses the required English abilites necessary to receive instruction and achieve academic success in English, at an equivilent level as students of the same age or grade who are native speakers of English.

  4. The State Board of Education established the following reclassification criteria: • English Proficiency • Basic skills in the English Language Arts part of the California Standards Test (CST) • Teacher Evaluation and Recommendation • Parent Consultation

RSD has taken the State’s recommendations in order to develop their own criteria: • The criteria is the same for grade levels 3rd through 8th. • The only items that differ are the Grade criteria that must be met at the different grade levels. • Let’s look at at tabe that will explain our criteria more in detail:

  6. What are the Criteria for Reclassification?

  7. Reclassification Procedures During February and March of each year : • School staffs review data from the CELDT & CST at the site to identify any candidates for reclassification. • Teachers provide the results of the grades.

  8. Reclassification Procedures • Teachers and/or the EL Coordinator set up reclassification meetings to discuss the proposed reclassifications with the English Learners and their parents/ guardians. If a meeting with the reclassification candidate’s parents/guardians is not possible, parent consultation takes place via the phone. • Together, the teachers and parents/guardians consider and decide which of the two courses of action is in the best interest of each candidate: • To reclassify the student , or • To continue English Learner support

  9. Reclassification Procedures • Principals, teachers, and parents sign the Reclassification Forms and return them to the Educational Services Department for review. • School staff notifies parents of the finalized student reclassification using the standard Reclassification Notification Letter. • The school’s EL Coordinator ensures that a copy of the Reclassification Notification Letter is placed in each reclassified student’s cumulative folder.

  10. Monitoring of Reclassified Students (R-FEP) • Students who have been classified as (R-FEP) receive monitoring for a minimum of two years after reclassification. • The School Site El Coordinator and the Reclassification Team maintain a file of R-FEP students that need to be monitored.

  11. Monitoring of Reclassified Students (R-FEP) • If the student does not continue achieving appropriate proficiency levels they may be placed in an intervention plan until they achieve the required proficiency level. • The intervention plan and the results will be documented on the Reclassification Monitoring Form.
