  1. Food and agriculture research in Framework Programme 7 Claudia Neubauer Berlin, 14./15. January 2006 GMO free regions

  2. Analysis of a few general terms used in FP7 proposal from EC

  3. Analysis of a few terms used for Thematic Priorities in the FP7 proposal from EC

  4. Proposed budget of FP7 priorities

  5. What does FP7 stand for? What is the vision for the futur that it portrays? • A society driven by technology, not one that focuses on solving societal problems • There is no attempt to really prioritise research into pressing global and European problems of exhaustion of natural resources (e.g. water shortage), public health, discrimination and exclusion, impacts of new technologies, sustainable fisheries or low input agriculture. • Civil society organisations are absent from FP7 (elaboration, instruments, evaluation)

  6. The European Science Social Forum Network • ESSF: a network of civil society organisations (ESF London 2004) • OBJECTIVES: • Rethink the European science policy towards social and environmental justice, and a more democratic decision making • coordinating campaigns and actions, sharing information - March 2005: petition signed by 40 NGOs on FP7 (like Greenpeace, Friends of Earth Scotland, GeneWatch, Fondation Sciences Citoyennes, I-SIS, Health Action International, Eur. AIDS groups, ITDG…) - Sept. 2005: Amendments to the EC‘s FP7 draft

  7. EC Draft Sustainable production and management of biological resources strong focus on ‘omics’ as magic bullet) ESSF proposal Sustainable production and management of biological resources strong focus on organic and low input farming systems, origin labelled products and local food production systems GMO risks and social impacts research FP7 and Food and Agriculture research

  8. EC Draft Food & health research Life sciences and biotechnologies ESSF proposal Food & health research Conservation and sustainable use of agricultural biodiversity Studying environmental impacts of agriculture Maintaining farmland biodiversity On-farm in situ dynamic conservation of crops genetic resources & participatory breeding Life sciences and biotechnologies (with the ‘omics’ here)… when they meet sustainability needs and public acceptance…)

  9. ESSF general proposals for FP7 • At least €2bn (5%) of FP7 money should be invested in dedicated programs to enhance NGO - academic joint research and innovation projects. (CRAFT, CURA) • Support the professional mobility of researchers between the non profit sector and public research institutions. • Support the formalisation ofnew democratic processes in order to define priorities for research budgets, as for instance a broad structured public debate around a participatory procedures, e.g. Consensus conferences, to tackle themes of high scientific, technological and societal interest.
