  4. drug-RELATED crime • LEGISLATION OF MONTENEGRO TREATED CRIMINALITY AND SOCIAL DANGEROUS ACTIVITIES IN CONNECTION WITH DRUGS, THROUGH TWO LAWS: • 1.Criminal Law of Montenegro, crime and drug activities are prescribed as criminal offenses (in Article 300, "Unauthorized production, possession and marketing of narcotic drugs" and Article 301, "Enabling the use of narcotic drugs", the Law). Depending on the elements and type of committed offense, the degree of organization of the perpetrators, the form of intentions, etc., the legislator prescribed that for one of these two criminal offenses, the offender may be punished by imprisonment for a term of six months, up to 15 years . • 2. Law on the Prevention of Drug Abuse. In order to protect the lives and health of people, this law establishes measures for the prevention and prevention of drug abuse, conditions for the production and trafficking of drugs, measures for providing expert assistance to drug addicts and other issues of importance for the prevention of drug abuse. By this Law, certain unlawful acts are considered a tort, for which a punishment can be prescribed -a fine (for legal entity, from EUR 2,000 to EUR 20,000 and for individuals, from EUR 100 to EUR 2,000)

  5. drug-RELATED crime • In order to be able to analyze the current state of crime related to drugs in a realistic way, we used the available statistical data of the Police Directorate - Ministry of the Interior of Montenegro for 2018, based on which we will show you the basic data both on the territory of Montenegro and the local community , The capital of Podgorica The actions of members of the Police Directorate are directed in two directions: Preventing the misuse and smuggling of narcotic drugs, on the Montenegrin territory To prevent the illegal activities of organized, domestic and international criminal groups

  6. drug-related crime • These activities of the police, during 2018, in the territory of Montenegro, revealed 246 drug-related offenses. 239 criminal offenses have been classified as "Unauthorized production, possession and marketing of narcotic drugs", of which 29 are crimes of organized crime, while 7 acts are qualified as "Enabling the use of narcotic drugs. • In the structure of registered persons, 201 citizens of Montenegro and 48 foreign citizens were registered. Among the registered persons, 46 persons who were previously prosecuted for the commission of criminal offenses or 18.5% more, were all registered persons in the commission of these criminal offenses, compared to 2017. • In 2018, police officers found and seized, 3,248,498.96g (3,374, 282.12 g) of narcotic drugs, or 3.7% less than in 2017.

  7. drug-related crime • However, comparative data showing the type and quantity of seized drugs, show that the police activities were very focused and organized, which led to a significant increase in the burden of the most dangerous and so-called "black market", the most expensive types of narcotic events (Cocaine, Heroin, Synthetic drugs…), which is shown in the following table:

  8. drug-related crime • LOCAL COMMUNITY PODGORICA • When it comes to the Local Community - Podgorica, which is territorially covered by the Security Center Podgorica, (with the Security Departments, Kolašin, Cetinje and Danilovgrad), a total of 99 criminal offenses have been registered, an increase of 13 criminal offenses or 15% in comparison to the previous year (2017 - 86 criminal offenses). 86 99

  10. Drug-related crime • Analyzing the presented data, it can be clearly concluded that the Police Directorate has established a trend of achieving excellent results in the detection and suppression of criminal offenses related to narcotic drugs.

  11. drug-related crime CONCLUSION • We are sure that the Police Directorate-Ministry of Interior of Montenegro, independently and in cooperation with other competent state institutions of Montenegro, international organizations and institutions, in the following period, will achieve even better results, both in reducing drug-related crime, so and all other forms of crime and contribute to the personal and property safety of all citizens of Montenegro.
