  2. Why ELPAC? Why ELPAC and not any other test? Involvement in Eurocontrol’s EPT and PELA tests Wanting to participate in an international project

  3. Preparing for ELPAC • June 2007: Licence Agreement signed with Eurocontrol • Sept. 2007: first of 3 accreditation workshops in Luxembourg • 9 ELEs and ATCOs accredited as: • Administrators (3) • Paper 1 markers (6) • Paper 2 examiners (9)

  4. Implementing ELPAC • Centralised testing started on November 5th 2007 • 393 controllers tested • More than 70% passed, including 10 successfulresits • 64 Level 5 • 215 Level 4 • 114 Level 3

  5. Test Administration • Slowness of internet presented some problems with Paper 1 • Good support from Enovate & Eurocontrol • Test preparation – not ideal due lack of resources (recognise the need for adequate preparation)

  6. Feedback 1 On the positive side: Test is not as difficult as expected Test is perceived as relevant to the job Examinerswellprepared by Eurocontrol Goodsupport by Eurocontrol, Enovate Test is seen to be fair

  7. Feedback 2 But, controllers also said about Paper 1: • No separate versions for TWR/APP/ACC • Would like more sample versions of the test • Sometimes felt like a computer skills test not a language test • No possibility to say “say again” • Too many questions in insufficient time

  8. Where arewe today? • Poland filed a difference with ICAO Standards • Mostly due to pilot situation • Not all controllers were compliant by March 5th • Action being taken to bring all up to level 4 • Resits • Remedial language training

  9. Overall impressions • Support from Enovate • ELPAC 1.1 released in January • Improving administrator tasks • Helpline • Contact with Eurocontrol • User Group meeting • Exchange experiences • Suggesting improvements
