The NEAS Quality Assurance Framework aims to shift from compliance-centric practices to a quality assurance focus within the ELICOS sector. Currently under development, this framework emphasizes outcomes, continuous improvement, and key quality areas including teaching, student experience, and facilities. NEAS Quality Assured centers will enjoy enhanced recognition and marketing opportunities globally. Ongoing support and resources will be provided to help ELT centers achieve and maintain high standards. NEAS seeks collaborative consultation to refine this framework, ensuring it meets industry and student needs.

NEAS Quality Assurance Criteria • Currently in development • Outcomes focused • Quality benchmark separate to and above threshold level provided by ASQA/TEQSA registration • 5 Quality Areas: • Teaching and Learning • The Student Experience • Resources and Facilities • Administration, Management, Staffing • Promotion and Student Recruitment
Assessment Process • NEAS Quality Assessors – launched February to June 2013 • revised NEAS selection criteria • standardised recruitment and training • ongoing professional development and ELT currency • Review of assessment related communication • Centre feedback following on-site assessment – launched June 2013 • New measurement tools and processes for assessment against NEAS QA Criteria
Continuous Improvement Focus • Continuous Improvement focus built into NEAS QA Criteria, assessment processes and documentation • NEAS feedback to ELT Centres will include • Identification of good practice • Feedback to assist further improvement
NEAS Quality Assured • ELT Centres that meet NEAS QA Criteria will be able to identify and market themselves as NEAS Quality Assured and display NEAS logo on website and documentation • NEAS logo updated to reflect new higher level of QA • NEAS to publish names of Quality Assured ELT Centres and length of time maintained e.g. XYZ College, NEAS Quality Assured since 2001
NEAS Quality Assured • National and international marketing strategy in development • to promote NEAS quality mark and Centres that achieve it • will include marketing to agents and agent peak bodies in source countries
Recognition of Excellence • Recognition of ELT service delivery in specific areas of practice such as: • Student engagement • Academic management • Curriculum • Facilities • Home Stay • Student Services • Teaching • More than one ELT centre could be recognised in each category • Recognition for a specific period e.g. XYZ College, recognised by NEAS for Excellence in Student Engagement, 2014
New ELT Centres • New ELT Centres working towards NEAS Quality Assured status will be recognised and able to identify themselves accordingly. This will assist them to market themselves as working towards a level of quality beyond the threshold required for ASQA or TEQSA registration.
Services to assist support ELT Centres • Help desk • Seminars, workshops, annual ELT Management conference • Developing best practice documents • Guidance and support with CRICOS registration processes
Services to assist support ELT Centres • Web resources in key areas • currently developing • sample templates for policy and procedure and curriculum development • policy checklists • common ELT centre documents – content and examples • regulatory information fact sheets • in the longer term plan to develop continuous improvement documents in specific areas (e.g. staff PD, teaching & learning resources, independent study)

Consultation • Ongoing consultation with ELT Centres and key organisations as NEAS develops the QAFramework: including ACEPT, English Australia, NSW Board of Studies • Consultation with Council of International Students Australia (CISA) to ensure we capture the outcomes students and employers are seeking • PA workshops planned for 15-30 October 2013.
