  16. Legal framework • Main principles ‘opvangwet’ (12/01/2007) • To offer the asylumseekers a quality of life according to human dignity • Providing material assistance during the asylum procedure • Shelter in two steps: first in a public reception center, after in a more individual place

  17. Legal framework • Rights and obligations • described in house rules. All residents receive the rules during their intake in the center. • Disciplinary measures to maintain order, security and tranquility in the center • Sanctions: if houserules are violated • 7 legal sanctions

  22. Some concepts • What is aggression? • Aggression is observable , nameable behaviour that is made consciously or unconsciously with the possible consequence of physical damage and humiliating. This bahavior can cause harm to people , to themselves and/or to material.

Some concepts • Aggression: • Is not wanted, not allowed, not tolerated • Is always followed up • has to be manageable • will always be a part of the life in a center • focusses on collectivity, but with space for an individual approach • Individual circumstances determine the reaction of the aggressor
