  3. 1. Background and Rationale for the project/1 • Most countries in Africa are affected by natural disasters • Disasters increasing in number, frequency and severity • Africa has experienced the fastest rate of increase in the incidence of natural disasters over the last three decades, with a threefold increase in such disasters occurring in the last decade alone. • Climate change effects to which Africa is most vulnerable - projected to worsen the incidence of natural disasters associated with these hazards. • Demands effective actions at all levels to deal with these escalating disasters

Background and Rationale for the project/2 • The main challenges in mainstreaming DRR are: • Lack or the limited use of appropriate data and analytical tools and guidelines • Inadequate capacity and appreciation of DRR by policy and decision makers • Hyogo Framework for Action (HFA), African Regional Strategy for DRR (ARSDRR), Programme of Action (POA) for the Implementation of the Strategy (2006-2015) provide a framework for and call for DRR Mainstreaming at all levels • The project developed by ECA and UNISDR will contribute addressing the challenges and the implementation of the global level and regional level frameworks

Project objective To strengthen the capacities of relevant regional, sub-regional and national entities to mainstream disaster risk reduction (DRR) into regional, sub-regional and national development strategies to contribute to meeting the MDGs and the attainment of sustainable development goals in Africa.

Expected Accomplishments • Enhanced data collection and analytical capacities of the DRR coordinating bodies of the selected RECs and member States to effectively link DRR to poverty reduction and sustainable development policies, strategies, plans and programmes. • Increased capacity of targeted African policy makers to mainstream DRR into regional, sub-regional and national development strategies in line with the AU-led DRR policy frameworks. • Increased awareness and strengthened collaboration among the AUC, NPCA, RECs, ECA, UNISDR and other UN agencies in integrating DRR into regional, sub-regional and national development policies, strategies and programmes in Africa.

Main Activities • Carry out comprehensive national assessments, and conduct review of priority regional, subregional and national development policies, strategies, programmes and CCA-UNDAFs for selected RECs and member States. • Synthesize best practices and produce on-line tools and guidelines to improve and scale up effective disaster risk and vulnerability analysis and the mainstreaming DRR into regional, subregional and national development policies, strategies and CCA-UNDAFs • Conduct two subregional training workshops targeted at policy makers and DRR practitioners from the AUC, the NPCA, the two RECs (ECOWAS and SADC) and their member States. • Conduct one regional-level results dissemination workshop to show case, share and disseminate project outputs. • Publish and disseminate study report, tools, guidelines and best practices in mainstreaming DRR in regional, subregional and national policies, strategies and programmes, and CCA-UNDAFs.

Implementation arrangements and funding • Project to be jointly implemented by ECA and UNISDR • The AUC, NPCA, and the two RECs (SADC and ECOWAS), will play an active role in the implementation of the different activities planned. • In partnership with UNDESA and UNDP • Project will build on work and leverage existing collaboration African Development Bank (AfDB), UNDP, UNEP the UN Food and Agriculture Organization (FAO), World Food Programme (WFP) and the Economic Commission for Latin America and the Caribbean (ECLAC). • Project is funded through the UN Development Account budget to the tune 402,000 • Partnerships necessary to scale up project activities in other RECs
