Trying to Fix the Articles • Annapolis Convention- 1786 • GW felt problems of Articles serious enough, so he called for convention • Only 5 states showed up!!! • Hamilton and Madison convinced the delegates that another convention be held • Constitutional Convention-1787 • Secret meetings….Why???? • Philly- goal was to fix the Articles • 12 states showed up… Rhode Island refused… Why? • All 13 states needed to approve any changes to the Articles,,, they didn’t want any changes!!! No need to come!!! • The Convention eventually decided to scrap the Articles and make a whole new government!!!!! • So much for that plan Rhode Island!!! Aim: How did compromises help to set up the Constitution?

  3. Conservatives Strike Back!! • Samuel Adams, Patrick Henry, Thomas Jefferson all were in Europe during the convention, and Hancock wasn’t chosen to go….. How will this affect the direction of the new government??? Think what these 4 guys have in common!!!!! • The government will be stronger and more of a conservative document than the Articles!!! • Supremacy Clause- national government more powerful than state Aim: How did compromises help to set up the Constitution?

  4. Issue #1- Representation • Virginia Plan • Madison- 2 houses, both based on population • NJ Plan • Patterson- 1 house based on equality • Great Compromise • 2 houses, one pop. One equal • House of Reps- pop. • Senate- equality Aim: How did compromises help to set up the Constitution?

Issue #2- Slavery • Slavery • 3/5th Compromise- • slaves count as 3/5ths of a person…Which side wanted them to count as full??? • South, so they can have more white representatives in Congress to keep slavery alive!!! • Slave Trade • Exists for 20 years then Congress controls it or gets rid of it • What do these 2 compromises tell you about slavery and the US government? • IT’S LEGAL!!!! • IT’S A POLITICAL GAME, NOT A MORAL ISSUE!!   6. Issue #3- President • Length of term??? • 4 years, as many times as he can • What should he be called??? • Mr. • How he gets elected? • Electoral college- indirect election,,,Why??? • PEOPLE ARE STOOOOPID!!! Aim: How did compromises help to set up the Constitution?

Issue #4- Tax (Tariff) • Who do we tax to get $$$$???? • No income tax • Tax on imports, but not exports • Benefit of tax on imports??? • Govt gets $$$$ • “protective” tariff for local manufacturing!!! • The South wanted no taxes at all,, Why? • They were richer, there products didn’t need a protective tariff!!! Aim: How did compromises help to set up the Constitution?

  8. Now for the Sell Job!!!- Propaganda • Hamilton and Madison and a little Jay write The Federalist Papers- 85 in all!!! Explaining the various parts of the new government….. Why??? • NH ratifies, they got 9 so they can do it!!! But NY, and VA. Have yet to ratify!!! Aim: How did compromises help to set up the Constitution?
