  6. Entitlement (per month) • 35 kg foodgrains(Re 1/-kg to AAY, rest all Rs 2/-kg) • 2 kg iodized salt • 3 litres kerosene • 1.3 kg sugar • to all 36.43 lakh BPL cardholders 7 7

  7. Iodized Salt • In scheduled areas, the local population had traditionally been exploited for salt (in barter system) • Govt included iodized salt as a PDS item in January, 2004 • 2 kg iodized salt provided free per month • Three rakes of iodized salt procured from Gujarat every month 8 8

  8. PDS in Chhattisgarh • Challenge to distribute fairly and regularly :- • 1,48,000 tons of Rice • 41,700 tons of Wheat • 15.5 million litres of kerosene • 6,860 tons of iodized salt • to 55.93 lakh cardholders 9 9

  9. Historical Baggage • Limited reach • Delay in monthly allocation • Delay in lifting and transportation • Diversion/leakages • Fake ration cards • Lack of accountability at all levels • Lack of community participation • Unviable to run FPS, honestly • Lack of transparency 10 10

  10. Legal Reforms • De-Privatization • New PDS Control Order issued in December, 2004 • Cancellation of privately run 2,872 FPS • 400 petitions lodged in the Hon’ble High Court • The Government won in Sep, 2005 11 11

Structural Reforms (Contd.) • (2) Upward linkage • State started Decentralized Procurement of paddy in the year 2003 • Since then, procurement of paddy has gone up from 14.74 LMT to 71 LMT in the year 2012-13 • This has ensured timely /adequate availability of locally grown rice all over the state • It has also helped the rural economy grow robust 13

Structural Reforms (Contd…) • (3) Availability & Door step delivery • Ensured supply of commodities to FPS by 6th of every month • Civil Supplies Corporation (CSC) now making door step delivery of commodities to almost all the FPS at no extra cost through 750 trucks • Elimination of multiple agencies in lifting and transportation of PDS commodities • Once the commodity reaches the village, chances of its pilferage reduced drastically 14 14

Structural Reforms (Contd…) (4) Strengthening of PDS infrastructure • 3,388 shop-cum-godownbldgs (25/35 tons) constructed out of BRGF, tribal dev authority, 12th finance commission funds • 1794 shop-cum-godowns are sanctioned/under construction • 2,756 FPSbldgs still hired • Tanks and drums provided to shops by State Government. Kerosene storage now 9,500 KL (State’s quota 15,580 KL) 15 15

  15. Strengthening PDS infrastructure (contd.) • Powers delegated to district collectors to allot land to State Ware-housing Corporation at 75% of the guide-line rates. Lease rent reduced by 50% • Own capacity of SWC in 2009 was 5.12 LMT • Now total own capacity of SWC has increased to 5.99 LMT • Fifty godowns of capacity 1.012 LMT nearing completion • Another 36 godowns of capacity 0.648 LMT under construction 16

Improving Economic viability of FPS • Commission on FPS food grains revised from Rs. 8 per quintal to Rs. 30 per quintal (State bears an extra burden of app. Rs. 40 crores per year) • State Government provided (in 2005) Rs. 42 crores (up to Rs. 75,000 per shop) as interest free seed capital • One month credit facility provided to all FPS • Consequently, monthly profit of an average FPS increased from Rs. 700 to Rs. 3,000 pm • Thus platform made ready for technology intervention 17

Process Reforms (Contd…) • (1) Unified ration card database • All old ration cards cancelled in 2007 • New Custom-made ration card for each family by centralized printing • New ration cards with hologram and Bar code • Distributed in public/ gram sabha • Ration card database now maintained through web-based module • Helped in deduplication (2.80 lacs ration cards cancelled) 19 19

  19. Process Reforms (Contd…) • (2) Automated Allotment • An FPS database with attached ration card details has enabled automated allotment by entering per card parameters every month. Allotment made every month on the 1st, for the next month. Feeding for next month starts from 20th • Eliminated grafts involved (to get excess allotment) in manual allocation • Eliminated delay in communication of allotment details to the FPS • Communication of manual allotment to FPS used to take 14 days, while online allocation takes only one hour (NISG) 20 20

  20. Process Reforms (Contd…) (3) Submission of FPS sales through declaration • Declaration by FPS made compulsory. New allocation considering the closing balance of FPS • Physical verification of stocks of 1/3rd FPS on the basis of submitted declaration 21 21

Process Reforms (Contd…) • (4) Food Inspector Module (under implementation) • Each Food Inspector (FI) has jurisdiction over certain number of Fair Price shops • FI has been made responsible for collection, endorsement and entry of declarations submitted by FPS through FI Module • FI made directly accountable to the performance of FPS in his jurisdiction 22

Process Reforms (Contd…) (6) Truck dispatch information through SMS • SMS messages automatically sent whenever truck challans are printed for FPS at the distribution centre • Sample SMS • “Shop 442003100/Baktara, Truck CG 09 B0791, Rice: 198.1 qtl. Salt: 10.96 qtl. Date 2nd Jan 11 15:49.” • Any citizen can register his mobile number on citizen interface web site and get SMS free (cg.nic.in/citizen) • No. of SMSs dispatched so far – 1,50,452 • Panchnama at FPS during unloading of PDS commodities 24 24

  24. Process Reforms (Contd…) (7) GPS based tracking • GPS based PDS truck-tracking system started in Raipur district on pilot basis • Truck photograph with latitude and longitude started on pilot basis at two places for inter-warehouse commodity movement 25 25

  27. Transparency & Community Participation (Contd…) • (2) Call centre & Complaint Monitoring System • A call centre to lodge complaints or for any inquiry, with toll free number – 1800-233-3663. Operational between 10.30 AM and 5.30 PM on all working days, since 21st January, 2008 • Call centre number displayed at every FPS • Complaints lodged are entered in a web-based application and monitored in real time • Grievance redressal status is available online in public domain 28 28

Political/Bureaucratic will • District Collectors, Food Officers and DM, CSC assessment based on performance in PDS • Surprise inspection by highest authorities (including the Chief Minister) • Performance Index • 25% marks for declaration collection • 16% marks for verification of FPS and entry of declaration by FI/AFO in the module • 17% marks for lifting • 25% marks for rice festival celebration • 17% marks for complaint redressal 32 32

  32. Kerosene Computerization - under implementation • Each FPS will be given a Smart card identity • Each Kerosene Truck will be given a Point of Sale (POS) device with Smart card reader, GPS and GPRS 33 33

  33. Smart Card Swiping when Kerosene received by FPS • The smart card of FPS can be swiped and number of litres delivered to FPS entered using numeric key pad • The smart card swiping will confirm that FPS owner received the Kerosene on the said day and time at the FPS 34 34

  34. New Initiative • State Govt has decided to provide one kg packed whole gram per card per month to BPL & MKSY beneficiaries (around 5 lacs) in five districts of Bastar Division @ Rs. 5/- per kg • This will help in fighting malnutrition in this area • Scheme likely to be rolled out in all tribal areas of the state in coming years 35

Initiative • 145 Dal Bhat Kendra started in 2004, where a person can eat to his satisfaction for Rs. 5 • Started mostly in urban/ semi urban areas at bus-stands, railway stations, hospitals, courts etc • Around 20,000 persons are getting benefitted every day • State Government provides rice @ 6.25 per kg., free LPG connection, cooker & utensils 36 36
