  2. Introduction BauyrzhanMukanov- Head of the Division for Control of Materials and International Safeguards of the Committee for Atomic and Energy Supervision and Control of the Ministry of Energy of the Republic of Kazakhstan Scope of responsibility • licensing in the field of the atomic energy use; • state accounting of radioactive sources (RS); • establishing of national register of RS; • control for the export, import and transit of RSs and the movement of RSsthrough the state territory; • control on observance of standards and rules in the field of atomic energy use; • inspection of activities in the field of the atomic energy; • development of the regulations in the field of the RS safety and security. 2

  13. The spent RSs are radioactive sourceswith expired service life or sources that can not be used for one reason or another reason. A specialized organization that will store radioactive waste must have a license for the activity type “Management of radioactive waste” In accordance with the Law of the RK “On the atomic energy use” and “The environmental code” of the RK the spent RSs should be transferred to storage of specialized organizations. All financial means to ensure the work of collecting radioactive waste should be taken by the operating organization. The National Nuclear Centerof the Republic of Kazakhstan (Kurchatov, EKR); “UlbaMetallurgical Plant” JCS (Ust-Kamenogorsk); “MAEC-Kazatomprom” LLP (Aktau); The Institute of Nuclear Physics (Almaty); Spent RS imported to the territory of the Republic of Kazakhstan can be returned to the producer’s country.

  14. The import/export control of RS The RS are subject to export/import control and licensing for the reasons of national security. Licensing of the import/export of radioactive source is carried out in accordance with the Law of the RK “On Permissions and Notifications” No.202, dated May 16, 2014, and “Qualification requirements for activities relating to licensing, export and import of products and the list of documents confirming compliance with it” approved by the order of the acting Minister on investments and development of the RK On December 5, 2017 Republic of Kazakhstan joined to the Agreement on Information Cooperation between the member States of the Commonwealth of Independent States (CIS) regarding the issues of radioactive sources movement.

  15. Nationalpractice for the metal scrap radiation safety and regulation • radiation monitoring of all incoming scrap metal in the procurement organization • carrying out of radioactive survey of the empty vehicle intended for the transportation of the scrap • carrying out radiation monitoring at the customs border

  16. Summary of main challenges • The lack of a national strategy for ownerless sources • High cost of emission for storage of spent RS

  17. Thank you for attention!
