NOTAM MODERNIZATIONAIM Segment 1 Program • Policy Alignment with the International Civil Aviation Organization (ICAO) • Working on new NOTAM manual to coincide with International policies and goals. • Modernization of Automation for NOTAM Entry and Distribution. • Streamline domestic NOTAM entry by working directly with airport operators.
Modernization Tracks • Improve the quality of NOTAMs • Provide meaningful information • Enhance NOTAM interpretation • Graphical depiction necessary • Improve reliability and accessibility • Digital data exchange will enhance filtering and sorting • Conform to ICAO standards • Provide a single source for all NOTAMs • One collection and distribution point for all information • Consolidate inefficient legacy systems for improved customer service • Balance diverse customer needs • Airlines, ATC, General Aviation, International, Military
Current NOTAM Status • Digital NOTAM Entry live test now underway • Working on future Direct Entry of NOTAMs by airports, bypassing flight service • Development underway for ICAO formatted NOTAMs • Airports being utilized are: • FAI, DEN, ACY, FWA, ORF, RIC, DCA, MDW, MEM, IAD, BWI, ORD • Direct entry by the originator will improve speed and accuracy of NOTAM publication • Digital NOTAM Entry can output the NOTAM in U.S. domestic NOTAM format, ICAO format, and plain language format

NOTAM Keywords (New)Effective November 2010 • ODP Obstacle Departure Procedure • SID Standard Instrument Departure • STAR Standard Terminal Arrival • CHART Chart Correction • DATA Dataset change • IAP Instrument Approach Procedure • VFP Visual Flight Procedure • ROUTE Route change with ATS routes • SPECIAL Special Instrument flight procedure • O Other Aeronautical Information • NOTE: These new additions are not put in by airport personnel except for possibly (O).
Upcoming Changes to NOTAM Input (November 2010) • All these changes reflect a transition toward compliance with Annex 15 of the International Civil Aviation Organization and FAA’s new policies and procedures to meet these goals. • Start and End Times must be used in a NOTAM. • A 10-digit-date-time group must be used to indicate the effective time and expiration time of the NOTAM. • Effective time and expiration time must be separated by hyphen (-). • 10 digits = year, month, day, hour and minute. • If duration is uncertain, approximate expiration time must be indicated by using date-time group followed by “EST”. • Once used this NOTAM must be cancelled or replaced before the expiration time specified in the NOTAM. • WIE, WEF AND UFN is not authorized! • Use of TIL is not authorized!
Examples of NOTAM Changes • Time: !ABC ABC RWY 9/27 CLSD 1011011100-1011011400 • Notice what is missing….WEF before the start time. • TIME: !ABC ABC AD CLSD 1012250001-1012252359EST • Notice the EST now in use, only underlined for demo purpose. • TIME: Start times will either be put in by the operator or a box can be clicked that puts the start time in upon activation. • These are all drop down menus on a template supplied to the airport from the FAA or a third party vendor. Digital Goal • Sort - Order the data • Filter - Geographic, temporal, or logical extract • Transpose – Convert data to graphic • Alert - Evaluate the data and take action • Fuse – Ability to merge multiple datasets
Quality Assurance • Direct entry would bypass current procedure of going through flight service • Eliminates third party errors • Improves the quality of the NOTAM for safety purposes • Shortens the time it takes to put out a NOTAM for all stakeholders • Originating at the source improves data integrity, traceability and is encoded digitally • Validation is to strict business rules • Eliminates incorrect runway numbering and other human typo errors (NASR database tie-in)

Conclusions • The Airport Operator is the key player in the issuance of NOTAMs • Knows the subject matter/information • Responsible for this data to get out in a safe, timely manner and as close to real time as possible • This information needs to be concise, yet understandable • Data needs to be accurate according to the airfield master database • Runway numbers, taxiway labeling, other identifying features • If this first link, in the chain of events that leads to a NOTAM being issued, is flawed then… • Safety is compromised • A potential accident can be lurking
Conclusions • Safety Improvements for NOTAMs… • Improved NOTAM training on site with new employees • Constant review of FAA NOTAM Orders, including FAA Airport Advisory Circulars • Better communication at all levels when a NOTAM is being issued • Monitoring of what aeronautical information/NOTAMs are being issued to the public • Checking web sites • Pilotweb • FAA Beta test site for FNS • Third party sites • E-NOTAM system • Phone calls • These can be done now, but in the near future……
