  4. ICAO NOTAM Transition • Domestic standard instead of ICAO NOTAM format • Manual conversion to make domestic NOTAM available for international operation (17,000 out of 80,000) • Message type text based not data based

  5. Current Series Allocation since April 14, 2005 • Series A • 11361 issued in 2012 • 11,145 issued in 2013 • CZYZ, CZUL, CZQM and CZQX FIRs • Series B • 6073 issued in 2013 • CZVR, CZEG and CZWG FIRs • Only selected subjects such as INTL AD, NAVAIDs, Airspace and IPs are crossed over.

Series defined in collaboration with FAA (2010) • Subject based: • C : Aerodrome topics for AD with ICAO identifiers only • D : NAVAID, Approach aids, Communication and Surveillance • E : Airspace reservations, restrictions, activities • G : Obstacles • V : Procedures • W : permanent changes to data / corrections to publications • X : Aerodrome topics for AD with non-ICAO identifiers • Canada has no use for series L, M and S • In this model, all series except X are disseminated internationally • Drawbacks for Foreign NOF/ANSP : • Would receive 75% more NOTAM from Canada • From that extra percentage most would be meaningless* e.g. CYTL • Systems do not accept these many series – systems modifications required (= time!) • Requires a concept such as Virtual NOFs which increases the complexity for NC systems and for dissemination

Series defined in collaboration with FAA (2010) cont’d • Current stats: 80, 000 NOTAM per year, on the rise* • 7 series in one NOF results in roll over (7 x 9999 = 69,993) • 7 series x 7 FIR (virtual NOF) fixes the roll over problem…maybe! • 7 NOFs adds complexity: coexistence of 7 NOTAM with same number & different subjects

Under investigation: Allocating series following today’s model: • To handle growth, 13 series total are needed: close to 130, 000/year • 4 series, divided geographically and dedicated to international dissemination, regardless of subject. • Could eliminate the need for “virtual NOFs” • Other series not intended for international dissemination, divided per geo area or topics? TBD • Should the briefing system be based on series? TBD • How would NOTAMWiz know which series to apply? TBD • Would address foreign ANSP 3 main concerns: decrease of volume of NOTAM sent & number of series processed and crossing over meaningful information

Who We Are About LAND USE • Operations > Aeronautical Information Management (AIM) > Data Collections > Land Use; • Specialists coordinate the evaluation of obstacles that may impact the air navigation system (ANS) in Canada; • 5000 submissions evaluated on average annually; • Projected increase to 20,000 submissions.

Current LAND USE Assessment Process • Paper based process • Lengthy and unpredictable responses times • Lack of transparency throughout assessment process • Lack of industry knowledge • Not compliant with current regulatory requirements: • Transport Canada TP308 Annex E Obstacle Accuracy • ICAO Annex 4 Obstacle Charting • ICAO Annex 15 Data Management

OES Purpose • The web-based service will: • Automate the submission of land use proposals; • Increase proponent communication and collaboration; • Commit NAV CANADA to a level of service for land use assessments; • Increase transparency of the evaluation process; • Comply with regulatory requirements; • Enhance safety by encouraging industry to submit prior to construction activities; • Create a new obstacle data and distribution service.

OES Technology – CGX Aero • Vendor selected to provide dedicated web application for obstacle evaluation leveraging COTS  CGX AERO: • Develops and deploys aeronautical solutions across the aeronautical data chain for civil and military organizations around the world • Provide services for airports (safety impact assessments, apron design, airport compatibility, regulatory compliance) • Provides services in procedure design, aeronautical cartography, and obstacle surveys • Currently working with NAV CANADA to develop a system specific to Land Use operational needs. • Website http://cgxaero.com/

  18. New AIM Products

  19. eCFS • A digital product available for use with tablets or print per page. • The eCFS will be available for purchase through the NAV CANADA online store in the first quarter of 2015. Price is still to be determined. • It will be bundled the same way as our CAP product. For example if you would like to purchase Alberta you will receive Saskatchewan and Manitoba as well. • Customer feedback was incorporated into the development and testing of this product.

  20. eCFS • Each aerodrome in Section B will have its own page in the eCFS. Bookmarks are available for convenient navigation to other aerodromes in that province. • They will be sorted alphabetically by Province/Territory. Currently the CFS is only listed alphabetically. • All other sections of the CFS (A, C, D, E, F) will be provided free of cost with any eCFS purchase.

Fit for Purpose • There is a need to specify the purpose and limitations of NAV CANADA’s Aeronautical Information Publications (AIP) • In the past some publications have been used for unintended purposes, at times with dire results. • It is fundamental that users understand and recognize the purpose and limitations of these aeronautical publications and use them only as intended. If operations beyond the stated purpose or outside the limitations are undertaken, alternative means of navigation and information need to be employed.

Fit for Purpose • Each publication gives guidance as to its purpose as well as it’s limitations. • Publication specific fit for purpose information is provide for our VNC and VTA chart series, CFS, WAS, CAP, RCAP, Enroute HI and LO series, Terminal Area Charts(TAC), AIP Canada (ICAO), Canadian Airport Charts as well as ICAO Type A charts. • This publication will be made available, free of charge, on the NAV CANADA website as well as being published as an Aeronautical Information Circular (AIC) for a period of one year.
