DCMA Overview • Mission: Provide Customer- Focused Acquisition Life Cycle and Combat Support to Ensure Readiness, Worldwide 24/7 • Represent the Military Services, Defense Agencies, other Federal Agencies and Allied Government Buying Agencies Worldwide • Primarily, but not exclusively, after contract award Agency Goals 1. Transform the Agency into a customer – focused organization 2. Embrace a performance - based culture 3. Equip our employees with the competencies needed to provide extraordinary support to our customers 4. Ensure fiscal responsibility 3

Key Capabilities • Product Assurance (e.g., Software/Engineering/Quality Assurance) • Contract Safety • Earned Value Management • Safe and Effective Aircraft Operations at Contractor Facilities • Business and Financial Analysis Functions to Include DCEs, CIPR, FPRA, Pricing Support and Corporate Systems Approvals (e.g., ERP, EVMS, purchasing) • Global Supplier Management for Program and Sustainment Efforts • Industrial Analysis • Acquisition Management of Special Access Programs and in the International Theater • Product-Specific Skills (Aeronautical, Naval, Ground Systems & Munitions, and Space & Missile Systems) • Management of Government Property in Contractor Possession (including plant clearance) • Fraud Deterrence, Mitigation and Remediation 4

Key Initiatives • Establish competency aligned Surveillance Management Organizations in the areas of Quality Assurance, Systems Engineering, and Software Acquisition Management. • Develop Standard Surveillance Operating Manuals for Quality Assurance, Systems Engineering, and Software Acquisition Management. • Design overarching performance measures to illustrate contractor performance in the areas of Quality Assurance, Systems Engineering, and Software Acquisition Management. • Develop a core training curriculum for improving Agency expertise in the areas of Quality Assurance, Systems Engineering, and Software Acquisition Management. • Develop a contractor systems review/audit program to assess contractor capability and performance in the areas of Quality Assurance, Systems Engineering, and Software Acquisition Management.
