  6. ISSP Update Indian Studies Support Program • March 2013: AANDC eliminated regional approach and centralized decision-making to headquarters. • Eliminated ISSP Committee. • 2013/14 allocations followed ISSP committee recommendations.

ISSP Update Unresolved Issues • Involvement of First Nations representatives in allocation process • National selection committee does not understand strengths and needs of First Nations communities and institutes • BC First Nations institutes now must compete on national scale; non- Aboriginal institutes may apply for ISSP funding as well.

  8. ISSP Update Leadership Resolutions • BC leadership all passed resolutions calling for consultation with BC First Nations about changes to ISSP.

PSE Update PSE Partners • The BC Aboriginal Post-Secondary Education Partners, was established in 2005. • Its members committed to working together and individually to achieve  improved levels of participation and success for Aboriginal learners in post-secondary education and training in BC.

  15. PSE Update AANDC PSE Funding Inadequacy of AANDC’s Post-Secondary funding has been a longstanding issue. FNESC is currently carrying out research to inform advocacy. Funding capped despite higher tuition and increased demand.

  16. National Guidelines 2012-2013 Update Changes to National Program Guidelines • Need to keep Local Operating Guidelines in compliance.

  17. National Guidelines 2012-2013 Update Program Requirements • “Implementation and administration of local operating guidelines” mandatory. • Until these are in place, National Program Guidelines in effect.

  18. National Guidelines 2012-2013 Update Local Operating Guidelines must… • Be consistent with National Guidelines • Include selection priority criteria, appeal process, and criteria for emergency contingency funding.

National Guidelines 2012-2013 Update Maximums • Maximum amount payable for students in advanced/professional degree programs capped at $50 000. • Explicit language about distance learning. • Same max. as regular programs ($35 000) • Travel for exams covered • Suggested that request for exam accommodations (i.e. writing in community school under staff supervision) be examined to minimize cost.

  20. National Guidelines 2012-2013 Update Limits of Assistance • Level three split • Level 3: Advanced or professional degree programs, or masters programs • Level 4: Doctoral programs

  21. National Guidelines 2012-2013 Update Declaring funding • Students receiving funding from PSSSP must declare support as source of income when applying for social assistance. • PSSSP support should also be included in BC Student Loan applications.

National Guidelines 2012-2013 Update Administration Costs Before “Funding may also be used to provide tutorial, guidance and counselling services for eligible students enrolled in PSE programs” Now: “Eligible administration costs include only the actual costs associated directly with administering the PSSSP/UCEP funding”

National Guidelines 2012-2013 Update Eligible admin. costs Capped at 10%: • Salaries and benefits for personnel directly employed with the administration and delivery of the funding. • Multiple duties: salary needs to be proportional to time spent administering program. • Materials required for management of the funds. • Rent and utilities • Printing and publishing • Travel and accommodation

  24. National Guidelines 2012-2013 Update Incentives From 2003-2011 All Level 3 students eligible for 1 time incentive of $1500. Strategic Studies: For Level 2 students (5% of population) $3500. Academic Achievement: Level 1 and 2 (5% of population) $1000.

  25. National Guidelines 2012-2013 Update Incentives Scholarships are only available to 5% of PSSSP funded population in total. SO 1-34 students = 1 scholarship 35-44 students = 2 scholarships 45-54 students = 3 scholarships

  26. National Guidelines 2012-2013 Update Reporting • Move to electronic Data Collection Instruments (DCIs) • Submitted via email/AANDC portal • Due at end of fiscal • One PSE report

  27. National Guidelines Update New for 2013-2014 Foreign Institutions AANDC Regional office approval required to fund students at foreign institutions’ actual tuition.

  28. National Guidelines Update New for 2013-2014 Contingency funding is discretionary • Criteria for contingency funding laid out • How it is managed and criteria for receiving it must appear in Local Operating Guidelines.

  29. National Guidelines Update New for 2013-2014 One program at each level • No tuition or textbooks for additional programs. • Grandfather clause. • Exception for additional Level 2 programs that require undergrad degree (LL.B/B.Ed etc.)

  30. National Guidelines Update New for 2013-2014 More restrictions on admin. • Specific for 3rd party program management. • Total admin must not exceed 10% for either the recipient or the 3rd party management combined.

  33. Draft Local Operating Guidelines Definitions Not mandatory. Provide clear, unambiguous description of terms and concepts found in policy. Prevents misinterpretation/reduces need for judgement calls. Examples included – you may want more or fewer in your Guidelines.

Draft Local Operating Guidelines Eligible Institutes Eligible institutions are certificate, diploma, or degree granting; which are recognized by the Minister of Education, or recognized to deliver PSE programs by arrangement within an eligible institution. Designated:educational institutions where students are eligible to receive Canada Student Loans Accredited: institution must maintain a quality standard in excess of the basic education standards PCTIA Registered: any institution offering a career training program with tuition of $1,000 or more and 40 hours or more in duration is required to register and adhere to basic education standards

Draft Local Operating Guidelines Transferability BC has a well-developed transfer system that… • involves all public post-secondary institutions and some private ones (see bctransferguide.ca). • allows students to move from one institution to another and to get credit for previous coursework When student enrolls in a private career training institute, consider future career goals

  37. Draft Local Operating Guidelines Eligible Programs Guidelines state that an eligible program must: Be delivered at an eligible institution. Require secondary school studies or equivalent Be at least one academic year in duration For UCEP,

Draft Local Operating Guidelines Eligible Programs For UCEP, students require a statement from the relevant college or university that says: The program will provide the courses required to attain the academic level for university or college. The student will be eligible for admittance to a credit program upon completion.

  39. Draft Local Operating Guidelines How do I know if a program is eligible? • Check program pre-requisites (school website, call admissions, call helpline) • Check program length – academic year defined by institute

Draft Local Operating Guidelines Student Eligibility Under National Guidelines, students must meet the following criteria: Treaty/registered First Nation individual Resident in Canada for 12 months prior to application. Accepted by an eligible institution. Maintain satisfactory academic standing.

  41. Draft Local Operating Guidelines Priority Categories • Adaptable to local needs. • Examples listed in National Program Guidelines. • Your First Nation will need to determine which categories of student will be given funding priority.

  43. Draft Local Operating Guidelines Scenario 1 A student from your community has been working in the United States for the last eight months. They are coming home in December and would like to go to graduate school. They have already completed a Level 2 program successfully. Is this student eligible for funding through PSSSP? Explain.

Draft Local Operating Guidelines Tuition and School Fees Tuition support may be provided under the following conditions: • At a Canadian public institute, normal tuition + mandatory fees. • At a private or foreign institute, tuition and fees equivalent to the Canadian public/private closest to the student’s permanent residence with the least expensive comparable program. • When no program is comparable, actual foreign tuition and fees. AANDC Region pre-approval required!

  48. Draft Local Operating Guidelines Books and Supplies National Program Guidelines cap books and supplies at $2000. • How much is feasible in your community? • What sort of documentation do you require? • Split cost by semester, or provide full sum in September?

Draft Local Operating Guidelines Travel and Living Allowance National Program Guidelines set out two round-trips as the maximum for a full time student and dependent. • Consider how many trips are feasible. • Consider limiting the distance • Consider cap • Consider policies for students taking distance education classes.

  50. Draft Local Operating Guidelines Living Allowance Important to have clear, consistent guidelines. New tables come out in late July/August Consider setting limits for students employed full-time etc.
