  3. EARLY CHILDHOOD DEVELOPMENT STRATEGY VISION ………by 2020 all children have the best start in life to create a better future for themselves and for the nation

Principles for the National Strategy A focus on • Whole child • Whole of childhood - antenatal period to 8 • All children with additional help for those most in need • Enhancing positive factors and reducing risk • A whole service system: universal & targeted; interagency • Diversity and difference a strength

  5. The Case for Change • Clear evidence of critical place of early years in whole of life trajectory: health, development, learning and wellbeing • Widening inequalities in outcomes between groups of children on a number of indicators • Social changes impacting on family functioning and capacity of services to meet family needs

Consultation Regulation Impact Statement for Quality Reforms • Current scope: long day care, preschool, Family Day Care, outside school hours care • Focus on a national standard including key structural drivers of quality: • Ratios of staff to children • Staff qualifications, and • A Quality Rating System • Unified National Regulatory System • Consultation closes 31 August

RegulatoryArrangements Option 1: No change Option 2: Integrated national system • a unified national system • individual services will need to deal with only one organisation for quality assessment • a single set of improved national quality standards that integrate education and care will promote good developmental outcomes for children attending child care and preschool • a new ratings system will provide better information about service quality to help parents to choose a service and promote quality improvements amongst services. • Full list of features available on page 28 of the RIS

  14. A New quality rating system Option 1 – Maintain the status quo - Currently services receive a Quality Profile Certificate from the National Childcare Accreditation Council Option 2 – Implement the new rating system that integrates the new National Quality Standard - COAG preferred option
