Heritage Square ENA-BRIDGE Housing Staff Recommendation (w/ unanimous agreement from CDC and EDTech): Recommend that City Council: 1) find that the proposed action is exempt from CEQA; and 2) approve key terms and conditions of Exclusive Negotiation Agreement w/ BRIDGE Housing for development of Heritage Square senior affordable housing project at 750-790 N. Fair Oaks

Heritage Square ENA-BRIDGE Housing Outcome is result of a two-year process involving Community Input • Heritage Square RFP Working Group (included reps from NWC and FOPAC) • Independent Review Panel (NWC & FOPAC reps & housing experts - Pasadena residents) • 4 community meetings from July 2009 to October 2010 • 5 public meetings (EDTech and City Council) from Oct. 2009 to Dec. 2010

Heritage Square ENA-BRIDGE Housing Chronology of RFP Process • May 2009: Heritage Square RFP Working Group established • July 2009: First of four community meetings • Oct. 2010: Joint mtg of CDC, NWC & FOPAC • Dec. 2010: RFP presented to City Council • Feb. 2011: RFP issued, pre-bid meeting held • April 2011: Bridge Hsg, Mercy Hsg and National CORE submit proposals
