The Local Capabilities Assessment for Readiness (LCAR) is a vital tool developed by the Virginia Department of Emergency Management, designed to evaluate local emergency preparedness. It empowers communities to perform self-assessments, highlight strengths, identify areas for improvement, and justify funding needs. The 2010 revision features significant updates, including a web-based format, over 600 relevant questions, and a more manageable process. This initiative aims to provide meaningful results and a statewide perspective on local preparedness efforts.
