  2. Presentation Outline • Initially scheduled for August 2008 but was postponed. • Household Listing and Updating of Enumeration Areas • Setting up of District Offices • Publicity Campaign • Capacity Building Programme • Pilot census • Preparation Plan for Training

  3. Afghanistan Population and Housing Census (APHC) • Initially scheduled for August 2008 but was postponed due to: • Voter’s registration which could politicize the census; • Security problem; • Funding gap; and • CSO capacity

  4. Preparation of plan is on-going for: • 1. Reconciliation of the List of Villages • War and its impact on villages and administrative units. • It is important that the list of villages is consistent with the list of villages from the Independent Directorate of Local Governance (IDLG) and the Afghanistan Geodesy and Cartography Head Office (AGCHO). • It is planned to visit villages together with IDLG and AGCHO. Household Listing and Updating of Enumeration Areas • Serves as baseline data while estimating the number of enumerators and controllers required for 2011 APHC. • To establish some quality checks for the 2011 APHC, to eliminate over and under reporting of the population. • Serves as a frame for socio-demographic surveys to be conducted by CSO.   6. 3. Setting up of District Offices • Offices at the district level are very important in order to ensure smooth operation at the district and village levels. Unfortunately at present, CSO has no permanent District Statistics Offices. • Since the establishment of permanent offices will require huge resources, CSO will request for a staggered establishment of permanent District Offices until all the 398 Districts are covered. District Census Officers … • For Household Listing and Census Activities, CSO will utilize the Staff of the different ministries (Ministry of Education, Agriculture, Rural Rehabilitation and Development) to act as District Census Officers. • District Census Officers will assist in publicity, assessment of security, coordination with local officials, delivery of materials to Controllers and Enumerators, transportation, and other logistics in their own districts. Publicity Campaign • Massive information campaign is vital to get cooperation from respondents. • At present, coordination is being done with different ministries, elders and influential people to introduce the census and seek assistance in order to facilitate census operation especially in security compromised areas. • Information campaign through the tri-media is also currently being done in order to ensure widest information coverage. • Campaign strategies would highly involve the participation of local people – religious leaders, village elders, and other influential people in the area.   9. 5. Capacity Building Programme • On-going trainings: • Trainings such as English, Computer, Mathematics, and Basic Statistics • On-the-job training and mentoring by International Experts working with CSO Staff A P H C

  10. 6. Pilot census • Pilot census is a full dress rehearsal of the census procedures and materials. This is very important in war torn countries such as Afghanistan. • This is being conducted before the actual census is launched in order to test if all census materials such as questionnaires and manuals in all languages, and procedures such as recruitment, training, processing, tabulation and analysis, are error-free. • Work plan is currently being prepared for the pilot census. Preparation of Plan for: • Trainings will be conducted starting June 2011: • Training of Master Trainers in Kabul; • Training of supervisors in 34 provinces; • Training of Enumerators and Controllers in 398 districts. • Enumeration will be undertaken in August 2011: • It will take about 21 days, then another 4 days for callbacks and wrapping up. • There will be close supervision by the Controllers as well as Provincial/District and Central Office Staff. Preparation of Plan for: • Data Processing: • Processors will be trained and hired to check and encode the questionnaires. • Processing will start in September 2011. • Analysis, Publication and Dissemination of Results: • Wide dissemination coverage shall be ensured in order to reach different users of data; strategies for dissemination will be designed for each type of user. • Work on the website and AfghanInfo is on-going A P H C
