Since 2003, Republic of Croatia, through the Ministry of Justice (MoJ) and the State Geodetic Administration (SGA), has been implementing the National Real Property Registration and Cadastre Program, known as Organized Land (Uređena zemlja). National Real Property Registration and Cadastre Program RealProperty Registration and Cadastre Project (2003 – 2010) The main goal of the Project was to built effective system of land administration, with effective real estate market by decreasing corruption and supporting private sector development. Integrated Land Administration System Project (2011- ) The Real Property Registration and Cadastre Joint system information  (JIS) or rather a unified database and application for keeping and  maintaining the real property registration and cadastre data have been developed.

JOINT INFORMATION SYSTEM Nekretnine - JIS develomentan establishment - the most significant and most challenging project activity - data linking (two ministries, two institutions) - SGA and the Ministry of Justice - improving the quality of data, business processes and procedures and creating the legislative framework - the JIS Joint Working Group (JWG) -highlighted as an example of best practice in the development of IT projects

JIS in the production • TWO CADASTRE OFFICES IN THE PARALLEL PRODUCTION: • since April 2012. – 30% • FIVE LR OFFICES IN THE PRODUCTION: • since May 2011. • daily reports – the application is working properly • JOINT PRODUCTION • first office – 15 June 2013 • 12 (LR + Cadastre) offices till May 2014

Key challenges • Very little harmonized data between the cadastre and land register, poor quality of data, various business procedures and data definitions, various old applications for maintaining graphical and alphanumerical data LAND REGISTER • Rengineering of existing business processes that are too complex ZIS JIS • Legal changes were ongoing in parallel with the JIS development which caused changes in the requirements. CADASTRE • Difficult to keep experienced IT personnel in the public sector.

Benefits from the JIS implementation • JIS is process-oriented application, accelerating business processes and increasing internal transparency. • The ability to review and edit graphical data. • Integration with the Geoportal and the ability to view digital ortho-photo data. • Integration with the Register of Spatial Data and VAT system. • Digital signing of electronically generated documents as the basis for the electronic exchange and centralized printing. • Raise the level of legal security in real estate.
