  2. Why Be Concerned About Stormwater • Increased Imperviousness • Increased Runoff • Increased Pollutants • Impacts to Streambanks • Erosion/Sedimentation

  3. Why be Concerned about Stormwater? Declining water quality Increasing demand for clean water Urbanization: Population doubling every 50 years 88% increase in urban area from 1982-1997 (USDA-NRCS)

  4. State Stormwater Programs • State Stormwater Management Program • Water Supply Watershed Protection Program • 401 Water Quality Certification Program • Nutrient Sensitive Waters Programs

  5. General Management StrategyState Stormwater • New Development / Redevelopment • Minimize Impervious Cover-12% to 30% BUA • Use Passive Stormwater Management • Engineered Controls Where Necessary, to remove 85% TSS • Approvals From State or Local Gov.

  6. NPDES Stormwater • Phase I • Industrial Activities • Construction Sites  5 acres • Large and Medium MS4s • Phase II • Small MS4s • Construction Sites  1 acre • Industrial No-Exposure Certification

  7. NPDES Industrial Coverage • Manufacturing/Process Type Activities • Private and Public Entities • Comprehensive Stormwater Pollution Prevention Plans • Regular Review and Assessment

  8. Construction NPDES Coverage • Required In Addition to E&SC Plan • Point Source Discharges of Stormwater • Projects Greater Than One Acre
