Milestones… • Krishi Karman Award – 2010-11 Rabi for Wheat. • Highest Mustard Productivity in India. • 1st in Basmati Rice Export • 2nd Largest Contributor of Food-grains. • 3rd Largest Producerof Wheat. • Contributed 68.87 lakh MT of Wheat to the Central-Pool during 2010-11. • Pioneer in Zero-tillage Technology. • 11 lac Soil Health Cards issued. • Village-level Fertility Maps are available.

  7. EXTENSION STRATEGIES Wheat Focus on Timely Sowing- 80% sowing by 30th November. 100 % Treatmentof Certified Seed. Entire Costof Fungicide to be borne by the Govt. Seed Replacement Rateto be increased from 34 to 37 %. > 16 lakh qtl. Certified Seed of Wheat available. Promotion of Area specific varieties WH-542, PBW-550, WH-283 & DBW-17 in North-eastern part. WH-711, WB-147, PBW-343, UP-2338, Raj-3765 in South-western part. WH-1021, PBW-509, PBW-590, UP-2338, Raj-3765 and HD-2851 in late sown conditions. Promotion of Zero Tillage(Increase of area 5.50 lakh hectares to 6 lakh hectares). Krishi Samvad Free of Costin all the villages. SMS Alertservices for updating Weather Forecast. Contd.

Special Focus on Ambala & Panchkula • Wheat Productivity of Ambala (3608 kg./hect.) & Panchkula (2640 kg./hect.) much lower than State Average of 4624 kg./hect. • Factors responsible for Low Productivitydelineated & strategies formulated. • Launching of Awareness Campaign from 21st Sept. to 30th Oct., 2011. • Organization of Farmers’ Campsin cluster of 4-5 villages. • Seed Replacement Ratewill be increased from 20 % to 30 %. • Adequate Seed Drills to be provided to promote Line Sowing. • More Seed Sale Points will be opened. • Promotion of Sprinkler Irrigation System. • Special Schemes for Conservation of Rain Water & Farm Implements.

  11. Contd. Balance Use of Fertilizers Use of Soil Health Cards - > 11 lakhsupplied. Monitoring of FertilizersStocking, Distribution & Sale on day-to-day basis. Application of Potassic fertilizers & Micro Nutrients. Application of Gypsum to remove Sulphur Deficiency. Water Management Promotion of UGPL & Sprinkler system. Subsidy @ 50 % of the cost or Rs.60,000 per beneficiaryfor UGPL. Subsidy @ 50 % of the cost or Rs.7,500 per hectares for Sprinklers. Provision of Rs.70 croremade under RKVY. Frequent & Light Irrigation to cope-up the rise in temperature during grain-formation stage. 12

  12. CERTIFIED SEEDS RABI 2011-12 Qty. in Qtls. • Adequate availability of Certified Seed. • Availability of 13.48 lakh qtl.against the last year sale of 8.99 lakh qtl.

  13. SEED REPLACEMENT RATE in % • Increased SSR of Wheat, Gram, Barley & Oilseeds targeted. • Focus on Variety Replacement.

  14. FERTILIZERS Lakh MTs • Pre-positioning of DAP Fertilizer have been finalized and Hafedwill pre-position 1.50 lakh MT DAP for ensuing Rabi 2011-12. • Frontloading of 1 lakh MT DAP for September, 2011 being ensured by 20th September 2011. • Suppliers may be advised to effect the supplies as per allocation.

  15. QUALITY CONTROL MECHANISM • State has notified 323 Insecticide, 358 Fertilizer& 83 Seed Inspectors. • Four State Pesticides Testing Laboratories located at Karnal, Rohtak, Sirsa & Panchkula with annual analysis capacity of 4400 samples annually. • Three Fertilizer Quality Control Laboratories located at Karnal , Rohtak & Hisar with annual analysis capacity of 5,100 samples. • Two notified State Seed Testing Laboratory situated at Karnal & Sirsa. Each has annual analysis capacity of 10,000 samples. • Action are taken against defaulters as per provisions of relevant Act, Order and Rules. • Distribution of fertilizers is effected in State through 2,572 institutionaland 6,591 private, insecticides through 870 institutional and 6,040 privateand seed through 8,393 outlets.

INTEGRATED NUTRIENT MANAGEMENT (INM) • Green Manuring with Dhaincha Crop promoted • Supply of DhainchaSeed on 90% subsidy. • An area of 4.25 lakh hect.brought under Green Manuring since 2007-08. • Soil Health Cards • More than 11 lakh Soil Health Cards distributed. • Plan to cover all the farmers by the end of 11th Plan. • Micro Nutrient Subsidy • Micro-nutrients specially Zinc Sulphate supplied on 50% subsidy. • Strengthening of Soil Testing Laboratories • 18 Soil Testing Laboratories equipped for micro-nutrients testing • All 32 laboratories will be upgraded before the end of 11th Plan. • 4 New Soil Testing Laboratories and 3 Mobile Soil Testing Laboratories to be established during 2011-12. • 1 mobile Soil Testing laboratory established under PPS at Kurukshetra. • 1 lakh Soil Samples analyzed annually for Micro-nutrients. • Application of Gypsum • Gypsum on 65% subsidy to mitigate Sulphur Deficiency. • Use of Bio-fertilizers • Demonstration on Bio-fertilizers to be conducted. • Bio-fertilizers on 50% subsidy.

  17. PROMOTION OF FARM IMPLEMENTS • Zero-Tillage technology to be promoted. • Area to be increased from 5.5 to 6 lakh hectares. • 2,450 Zero Till Seed Drills to be distributed on subsidy. • Provision of Rs. 3.675 crore subsidy during 2011-12. Zero-tillage • FIRB system will be promoted. • 200 Demonstrations will be organized during 2011-12. Furrow Irrigated Raised Bed System Contd.

Contd • 500 Laser Land Levelerswill be distributed on subsidy • Subsidy Rs. 50,000/- per machine • Provision of Rs. 2.50 croreas subsidy during 2011-12 Laser Land Leveler • 1,000 Straw Reapers will be distributed on subsidy. • Subsidy Rs. 40,000/- per machine. • Provision of Rs. 4 croreas subsidy during 2011-12. Straw Reaper • 100 Happy Seedersare to be procured for demonstration • 1,000 demonstrations of 1 acre each will be organized during Rabi 2011-12 Happy Seeder

NFSM2011-12 • Meeting of State Food Security Mission Executive Committee held on 29.7.2011. • Action Planwas approved for Rs.2027.96 lakh. • Action Plan ofPulseswas approved for Rs. 548.23 lakh. • A provision of Rs.217.93 lakh made for Local Initiatives. • Rs.128.45 lakh released by GOI under NFSM Pulses. • Audited UCsfor 2007-08, 2008-09 & 2009-10 submitted to GOI. Provisional UCs for 2010-11 also submitted to GOI. • Audited UC of 2010-11 is in progress. • 2 units of Arhar implemented under A3P during Kharif, 2011. • 2 units of Gram allocated under A3P for Rabi 2011-12.

ISSUES FOR CONSIDERATION • Development of Yellow Rust Resistant and Terminal Heat Tolerant varieties. • All Districtsmay be covered under NFSM- Wheat for increasing wheat production • New component of PP Chemical for the control of Yellow Rust should be added in NFSM Wheat. • Happy Seeder& Straw Reaper should be included in NFSM-Wheat. • Subsidy on Wheat Certified Seed should be increased from Rs.500/- to Rs.700/- qtl. • Subsidy @ 50%of the cost or Rs.2,500 per qtl. on certified seed of Summer Moong should be provided. • Financial assistance Rs.6.25 croremay be provided to provide subsidy on 25,000 qtl. Seed of Summer Moong. • Procurement of Summer Moong on MSP by Govt. agencies should be ensured.
