  8. ModeratedCaucus • Mix of formal and informal debate • A delegatemustmake a motiontosuspend debate andthecommitteewill vote tomoveto a moderatedcaucus • Anyone may speakduringmoderatedcaucusiftheyraisetheirplacardsandthe dais recognizesthem

Whytorequest a moderatedcaucus • Whenthere are a lotofcountriesaheadofyouonthespeaker’slistandyoufeellikeyouwanttorespondtoanother country oryouhave ideas youwanteveryonetohear • Youcould talk aboutrecommendationsfor a committee, respondtoanotherdelegateor talk aboutsomeofthe ideas thathavebeenbrainstormed

  10. UnmoderatedCaucus • Informal debate • Requires a motionand a vote • Delegates can movearoundtheroomand talk tooneanother • Happens more at theendoftheconferencefordelegationstowriteresolutions

  14. Pointof Personal Privilege • Concerns personal comfortof a delegate • Examples • Too cold • Can’thear • Can be made at any time duringtheconference

  15. Motions • There are fourtypesofmotionsthat may be made by delegates • Open/close/reopenthespeakerslist • Suspend debate • Close debate • Adjournthe meeting

Motiontosuspend debate • For a moderatedcaucus-specifyspeaking time, total time andpurpose • “Guyana motionstosuspend debate for a moderatedcaucusof 5 minutes with a speaking time of 30 secondstodiscussfinancing natural disaster response.” • Foranunmoderatedcaucus-needtospecify total time, can specifypurpose • Thailandmotionstosuspend debate foranumoderatedcaucusof 10 minutes toworkondraftresolutions”
