Background and Context • Capacity Development for the Clean Development Mechanism (CDM) • Project of the United Nations Environment Programme (UNEP) • Conducted by the UNEP Collaborating Centre on Energy and Environment (UCCEE), Risø National Laboratory, Denmark • Funding from the Dutch Government • Involves Twelve Developing Countries

Background and Context • Aims of the Capacity Development Project • Generating in participating developing countries a broad understanding of the opportunities offered by the CDM • Developing the necessary institutional and human capabilities that allow them to formulate and implement projects under the CDM

Background & Context • Three Asian countries participating • Cambodia, Vietnam and the Philippines • Assisted by Asian Regional Centre • Asian Institute of Technology (AIT), Bangkok • Project implemented in the Philippines by • Inter-Agency Committee on Climate Change (IACCC) • Assisted in the Philippines by • Climate Change Information Center (CCIC), Manila Observatory

  5. Background and Context • Project Preparation Phase • September to December 2002 • Main Output of this Preparation Phase • Work Plan for Capacity Development for CDM in the Philippines • Multi-Year covering 2003 – 2005 • Draft Work Plan has been prepared by CCIC for the IACCC

Four Workshop Objectives • Present the proposed Work Plan • Discuss the comprehensiveness, suitability and feasibility of the Work Plan • Solicit comments, suggestions and revisions which will make the Work Plan more appropriate • Build consensus that the Work Plan be endorsed for funding and implementation

  10. Workshop Process • Overview of CDM • Sessions according to Three Types of Stakeholders in the CDM • Government -- (Tuesday, AM) • CDM Project Developers, NGOs, Local Communities, Academe -- (Tuesday PM) • CDM Project Financiers and Investment Promoters -- (Wednesday AM)
