I- Strengths of CD4 CDM institution for capacity building activities 1.1 Review of existing legal, policies development programs related to CDM activities. • Legislation in Energy sector • Draft of National Energy policies • The law of Environment protection and other laws • Development programs in relevant sectors: power, coal, oil and gas, agriculture, transportation, etc • Comment + The legal basis of the Industries (power, coal, oil and gas), agricultural, forestry, transportation sectors is rather weak, the existing laws have to be reformed and addition CDM activities. + Further development of strategies, policies for sectors need to address CDM issues.

  4. I- Strength of CD4 CDM(continue) 1.2. Review of functions, duties and organization structure of ministries related to building legal, policies in Vietnam Such as: The office of Government, MPI, MONRE, MOF, MOI, MOST, MARD, MOT, MOE, MOFA, local governments and others. Comments • Vietnam is in process of changing its economy, a lot of institutions are being reformed • In 2003 the government formulated many new decisions on the institution structures, functions of offices belonging to the government. • Ministries have a rather big quantity of policy makers in many specialties. • Have implemented the administration reforms. • CDM functions can be added in relevant institutions.

  5. Capacity Development for policy makers I- Strength of CD4 CDM (continue) 1.3. Identify the needs of capacity development . Raising understanding on Kyoto protocol and CDM • Develop methods to make clearly • Eligible projects • Project criteria • Project cycle for CDM • Investment procedures, find out budget: One part, two parts, many parts • Baseline methodologies • Monitoring methodologies • CO2 market in the world and in country. • Developing PIN, PDD • Supply information. • Need to study for building a Ministration decision on CDM by MONRE The report was presented and discussed in Tam Dao workshop on March 2004.

Activities carried out 2-1- CDM understanding survey among stake holders • Survey in Hanoi: July and August. 2003 • Survey in Ho Chi Minh city: July and August. 2003 • Results of analysis: Only 30% of interviewees understand the basic CDM issues 2-2- Organize National workshop and training workshops on CDM to widely present information for raising CDM skill and awareness a- National workshops + The first National workshop on the CD4 CDM project in Hanoi on 11 September 2003, was organized by MONRE in cooperation with related Ministries, Agencies, attended by about 100 representatives, including international guests. + The second National workshop was held in Hanoi on 27 April 2004 with about 100 participants including international representatives.

Activities carried out (count.) + The third National workshop on the CD4 CDM project was organized on 26 August 2004 in Ho Chi Minh city, with the participation of 95 representatives including international guests. + The Fourth National workshop was held in Danang city on 4 Nov. 2004 with about 90 participants. + The First Regional workshops and training workshop on capacity development for the CDM was organized in Halong city on 17-19 Nov. 2003, attended by 60 representatives in country and 24 international representatives. + The fifth National workshop on CD4 CDM will be held in Oct 2005 in Namdinh city.

Activities carried out (count.) b- Organize training workshops + Workshop on CDM issues in Hai Phong city, 19 Dec. 2003 + The workshop on capacity building on CDM research and education in Hue city on 23 Dec 2003. + The seminar in CDM, KP, UNFCCC for stakeholders in Hanoi city, 31 Dec. 2003 + The seminar and training workshop on KP, CDM project formulation in Vinh Phuc province, 4-5 March 2004 + The workshop on UNFCCC, CDM project formulation was organized in Kon Tum province (Center of Country) 6 April 2004 with the participation of many representatives from related Ministries and provinces of center of country

Activities carried out (count.) + The seminar on capacity development for CDM projects in forestry sector in HaTay province, 27 May 2004. + The seminar on capacity building for CDM in forestry sector was organized at the University of Agriculture and Forestry in Ho Chi Minh city, 30 June 2004. + The training workshop on making project CDM viable: Technical issues for project development on 28-29 April 2005 in Hanoi. + The workshop on KP and CDM on 10 June 2005 in Sonla province. + The training workshop on climate change and CDM in July 2005 in Haiphong city + The training workshop on building CDM projects on 21-22 Sep, 2005 in Hanoi.

Activities carried out (count.) 2-3-Capacity building for research and education on CDM + Set up a multi year program of activities for capacity building for research on education on CDM. + Fulfill the editing the CDM text book, consist of 2 volumes Volume 1- General CDM- related theory Volume 2- Technical manual (CDM project design document and GHG assessment- Exercises, Examples) + National focal point on CDM has been formed and operated for the CDM related project component “Raising the CDM public awareness and capacity building for research and education”

  11. II. Activities carried out (count.) 2.4. Capacity development for policy makers + Building the report of capacity need definition on CDM for policy makers + Study typical baseline for Vietnam power system. + Study baseline for forestry projects + Prepared other related documents

  12. III- Publication, information activities 3.1. CDM website was established since October 2003- website: www.noccop.org.vn 3.2. 4TV programs on CDM outlines national values and benefits of participation in the CDM were introduced in Vietnamese television. 3.3. 3 brochures and 01 booklet on CDM issues including the introduction to CDM for the cooperation between Vietnam and Japan were published. 3.4. A lot of introduction and discussion programs on CDM on Vietnam voice ware held. 3.5. A lot of articles on CDM issues were written for National newspapers and magazines for promulgating activities and benefits of CDM.

IV- Impact of CD4 CDM project on the capacity enhancement and awareness raising on CDM in Vietnam. • Awareness on CDM of people, especially of policy makers is raised. • Pushing up past establishment of DNA in Vietnam (3/2003 promulgating at COP 9, 12/2003) and assistance for DNA coming to the effective activities. • Capacity building for national technical group it consist of specialists in different fields, they can help investors to prepare CDM PDD. • Receive a lot of documents, guidelines, experiences on CDM activities, that help investors, project developers to prepare PIN and PDD.

Lesson learnt • Capacity enhancement and awareness raising for policy makers is very important. • It is necessary to establish early DNA for controlling activities in country and making relation to international organizations. • Establishing and capacity building for national technical group on CDM. • Establish CDM advice office to support investors to build CDM projects. • Win over the assistance of technology, finance from developed countries and international organizations.

  15. Vi. Conclusion By the help of UNEP, Project Region Centre, AIT and active work of country team, main contents on capacity building, training and awareness raising were completed from the agenda. Activities of CD4 CDM project have impacted very well to CDM activities in Vietnam We hope to co-operate with countries in region and international organization on CDM for developing theCD4CDM project results.
