  3. Metrolink 3A • The Metrolink line from Manchester through to Oldham Mumps was officially opened on 13 June 2012, with the line to Shaw opening in December 2012 3B • £90m+ extension through town centre • Three new stops in Oldham Town Centre which are at King Street, Union Street and Mumps. • This extension will divert from the Oldham Rochdale line near the Westwood business park. It will head north through the business park and run parallel to Featherstall Road. The route then turns east to follow Middleton Road with a new stop at Westwood, before heading South towards Manchester Street roundabout. The route crosses Manchester Street roundabout, heads along Union Street and then joins the Oldham Rochdale line again at Mumps. • Once complete in 2014, the temporary section of the Oldham Rochdale line will be decommissioned.

  4. Old Town Hall • Scheme for 1000 seats 8 screens cinema & associated family leisure uses including 4 restaurants • £16 Million Public / Private funding package currently being considered to deliver the project • Significant public realm changes and enhancements • These will address the connectivity between the Old Town Hall, the immediate area, the new West End and the Spindles / Town Square • Planning Committee approved in September 2012 and SoS approval received • Anticipated start on site in July 2013. • Completion November 2014

This site will become home to a new state-of-the-art town centre facility which will include: eight-lane swimming pool a learner pool fitness gym four court sports hall an indoor bowling hall two dance/exercise studios Café Willmott Dixon are the construction partner for this project Oldham Leisure Centre Site • Design started January 2013

Coliseum / Heritage Centre • £20 million Project to build a new theatre for the Coliseum & Heritage Centre in the old Library on Union Street • Professional team assembled, including specialist consultants. • Stage 1 submissions to Arts Council England successful. • HLF Stage 1 approval for £4 million received • Pre design capital delivery estimate produced

Overarching Implementation Strategy for Town Centre prepared 1 – Metrolink TFGM/MPT are currently costing Gillespie's commissioned proposals to enhance the three metro stops as part of wider Union Street improvements. 1. King St Stop / Mecca Bingo plaza 2. Central Stop / Union Street Corridor 3. Mumps Stop 2 – Yorkshire Street Currently developing an action plan for short medium and long term proposals to enhance the lower end of Yorkshire Street 3 – Pedestrian signage Pedestrian signage proposals being developed for the town centre 4 – Oldham War Memorial A scheme is being prepared for the restoration of the war memorial with grant aid from the War Memorial Trust Public Realm

Public Realm cont… 5 – Feature Lighting Strategy • BDP Architects commissioned and produced a feature lighting strategy for the Town Centre • 30 sites have been identified in the strategy. 15 sites have been developed into concept designs, with 6 of these lighting sites to be taken forward to detailed design 6 – Townscape Heritage Initiative • Townscape Heritage Initiative bid to Heritage Lottery Fund updated and was re-submitted in October 2012 with the decision expected in March 2013 7 – Wider public realm enhancements including greening, public art etc • “Life+” bid has been submitted for greening the town centre through sustainable urban drainage systems

Public Realm cont… 8 – Connectivity / Linking Streets • Proposals being developed to enhance the streets between the new Metrolink stops and the retail/civic core 9 – Gateways / Outdoor media • The Gateways project is being progressed to identify key sites and opportunities to install Gateway installations identifying Oldham as dynamic and opportune place to do business • Features could include media screens, advertising opportunities and landmark structures set in appropriate high quality public realm • Sites currently under investigation include: - Mumps Approach - M60 Hollinwood - M62 J20 / A627m - Manchester Road (including pedestrian bridge & flyover)

  10. Eastern Gateway / Mumps • Memorandum of understanding signed with Transport for Greater Manchester regarding the joint aspirations for the area • Property acquisitions are underway • BDP commissioned to develop potential development proposals • Masterplan for area has being commissioned

  11. Oldham College • The College is reviewing its development options of the Rochdale Road campus, following government funding cuts • Laing O’Rourke have been appointed and have completed on the Masterplanning of the campus • The College is working with Laing O’Rourke and the Council to ensure a comprehensive approach to the local supply chain and apprenticeship opportunities • Planning permission agreed • Start on site imminent for first new building

  12. Foxdenton • Working in collaborative partnership with partner Grasscroft Seddon to bring forward the development of 110 acres of land • Aim to create a premium Business Park on the only remaining large employment site available within borough • Potential significant end user interest in the site • Masterplan is being prepared for the site • Planning application in May 2013

  13. Royton Town Centre • Working with Dransfield Properties Ltd on comprehensive regeneration of the Town Centre • Transforming the retail core with an investment of £22.5m and seeking to deliver an ambitious vision to transform the Civic Core • Includes Council investment in new Leisure Centre Foxdenton
